Four levels of disruptive passenger behavior and corresponding ATC actions:
- Level 1 - Disruptive (suspicious or verbally threatening) behavior.
- Level 2 - Physically abusive behavior.
- Level 3 - Life-threatening behavior.
- Level 4 - Attempted or actual breach of the flight crew compartment.
Upon receiving a report from a Pilot:
- Notify the Airport Authority.
- Notify the Civil Supervisor at the Parent ACC.
Upon receiving a report from NERL:
- Notify the Airport Authority.
The Airport Authority and Civil Supervisor will:
- Initiate contact with the police and 78 SQN (Swanwick) respectively.
Note:
When informing the Airport Authority or discussing with any external agency, local police, ATC must ‘decode the threat level.’
