What are the four levels of disruptive passenger behavior and the corresponding actions ATC should take upon receiving a report?

A

Four levels of disruptive passenger behavior and corresponding ATC actions:

  • Level 1 - Disruptive (suspicious or verbally threatening) behavior.
  • Level 2 - Physically abusive behavior.
  • Level 3 - Life-threatening behavior.
  • Level 4 - Attempted or actual breach of the flight crew compartment.

Upon receiving a report from a Pilot:

  • Notify the Airport Authority.
  • Notify the Civil Supervisor at the Parent ACC.

Upon receiving a report from NERL:

  • Notify the Airport Authority.

The Airport Authority and Civil Supervisor will:

  • Initiate contact with the police and 78 SQN (Swanwick) respectively.

Note:
When informing the Airport Authority or discussing with any external agency, local police, ATC must ‘decode the threat level.’
