What are the procedures for runway use during emergency situations?
During emergency situations, the following runway use procedures apply:
- No departures are permitted when emergency traffic is 3 minutes or less from touchdown.
- Landing clearance should be given by 4NM from touchdown.
- Subsequent landing/departing traffic must be held until a runway inspection is complete.
- If emergency traffic is inbound to land on a runway other than the runway in use, the SCOD will coordinate with ADC/APC and agree on an appropriate time to stop departures.
What are the steps in the Aircraft Emergency Evacuation Procedure?
Steps in the Aircraft Emergency Evacuation Procedure:
- Inform RFFS and declare the appropriate state of emergency.
- Inform the ADM.
- Inform PC if subsequent inbound aircraft might be delayed due to the evacuation on or adjacent to the maneuvering area.
- If the obstruction is outside the clear and graded area but on or near the apron or maneuvering area, advise the pilot of subsequent aircraft of the position and nature of the obstruction. It is the pilot’s responsibility to decide whether to continue operations.
- When the ADM has decided the operational status of the apron or maneuvering area, they will inform ATC. PC should be informed of any situations that may restrict operations at the aerodrome.
What should ATC do when advised of an emergency involving an inbound military aircraft?
When advised of an emergency involving an inbound military aircraft, ATC should:
- Ascertain from the Captain whether the aircraft is carrying live munitions.
- If live munitions are present, liaise with the ADM to determine a suitable position on the airfield to park the aircraft after landing.
What squawk code should an aircraft in an emergency, particularly those declaring a MAYDAY, be instructed to use?
Aircraft in an emergency, especially those declaring a MAYDAY, should be instructed to squawk A7700 when practical.
What procedures should the Aerodrome Controller follow when a Full Emergency is declared for an approaching aircraft?
Procedures for a Full Emergency:
Pass the following message to the RFFS on the CRASH Line:
- ‘FULL EMERGENCY’ (repeat ‘FULL EMERGENCY’)
- Type of aircraft
- Nature of trouble, if known
- Runway to be used
- ETA or time available
- Persons on board
- Operating company
- Aircraft registration, if appropriate
- Note: If smoke or flames are reported or suspected, pass the surface wind information to the aircraft.
Pass the following message to the BIA Operations Control Centre using the Emergency line:
- ‘FULL EMERGENCY’ (repeat ‘FULL EMERGENCY’)
- Type of aircraft
- ETA or time available
- Persons on board
- Operating company
In case of CRASH Line failure, use the BT phone in the VCR or Radar Room (028 9448 4182).
If the emergency/accident is near the Antrim to Lisburn railway line, inform Translink (Belfast Central Signalcabin) to stop all train movements on that section:

Inform the following:
- ATC Watch Manager
- PC Ops Supervisor
- The METCOM observer for a Special Met Observation
- The RAF D&D Cell, if a military aircraft is involved
- Duty Engineering Officer

Notes:
If an aircraft for which a Full Emergency has been declared becomes involved in an accident on or within 3NM of the airport, follow the Aircraft Accident procedures.
When the Full Emergency concludes without incident, the Aerodrome Controller should, after agreement with the RFFS, advise the BIA Control Centre and inform those listed above as soon as possible.
What procedures should the Aerodrome Controller follow during a Local Standby situation?
Procedures for a Local Standby situation:
Pass the following message to the RFFS on the CRASH Line:
- ‘LOCAL STANDBY’ (repeat ‘LOCAL STANDBY’)
- Type of aircraft
- Nature of trouble, if known
- Runway to be used
- ETA or time available
- Persons on board
- Operating company
- Aircraft registration, if appropriate
In case of CRASH Line failure, use the BT phone in the VCR or Radar Room (028 9448 4182).
Pass the details above to the BIA Operations Control Centre using the Emergency line.
Inform the Duty Engineering Officer.
Note: If the standby concludes without incident, ATC, after agreement with the RFFS, shall stand down the incident and notify the agencies listed above.

What procedures should the Aerodrome Controller follow during an Aircraft Ground Incident?
Procedures for an Aircraft Ground Incident:
Pass the following message to the RFFS on the CRASH Line:
- ‘AIRCRAFT GROUND INCIDENT’ (repeat ‘AIRCRAFT GROUND INCIDENT’)
- Type of aircraft
- Location of aircraft
- Nature of emergency situation
Note: If smoke or flames are reported or suspected, pass the surface wind information to the aircraft.
In case of CRASH Line failure, use the BT phone in the VCR or Radar Room (028 9448 4182).
Pass the message above to the BIA Operations Control Centre on the Emergency line.
Inform the ATC Watch Manager.
Inform the NATS General Manager if the situation is likely to give rise to public concern.

What procedures should the Aerodrome Controller follow during a Weather Standby?
Procedures for a Weather Standby:
Pass the following message to the RFFS on the direct line:
- “Initiating a Weather Standby due to:
- Preparation for LVPs (Low Visibility Procedures)
- Wind
- Runway contamination
- Other (and clarify)”
- The Weather Standby will be applicable for all movements.
The standby can be stood down when the condition no longer exists at the controller’s discretion by notifying the RFFS on the direct line:
- “Standing down Weather Standby”
What steps should be taken when a domestic fire is discovered on or off the aerodrome?
Steps to take when a domestic fire is discovered:
- Raise the alarm by contacting the BIA Operations Control Centre on Ext. 4444, providing the location of the fire.
- When leaving the station, fire appliances will contact ATC on the Tower frequency and request routing to the incident if access is required to or via the maneuvering area.
- The RFFS Watch Commander will inform ATC and the BIA ADM of any change to the RFFS status.
What procedures should ATC follow during a medical emergency reported by a pilot?
Procedures for handling a medical emergency:
- Clarify with the pilot if necessary that the medical services provided through BIAL are limited to ‘First aid’ or ‘an Ambulance’.
- Inform the BIA Operations Control Centre of the request, including details of the medical emergency.
- Record the details of the incident in the ATC Log Book.
