Q

What are the procedures and requirements for coordinating pre-planned training flights, including instrument rating tests, at BIAL?

A

The procedures and requirements for coordinating pre-planned training flights at BIAL include:

  • Coordination Responsibility: The BIAL ADM coordinates all planned training flights and seeks approval from the ATC Watch Manager.

Requests for Training Flights:
1. Civil training flights requests must be directed to the BIAL ADM.
2. Telephone or RTF requests from light/military aircraft for short training sorties may be granted by the Watch Manager, subject to traffic.
* Approval: ATC approval should be given whenever possible.

Documentation: The ‘ATC Daily Planner Book’ should be annotated with:
1. Duration of the training flight
2. Type of training involved
3. Confirmation of consultation and agreement with BIAL Ops
4. Signature of the accepting Watch Manager/Deputy WM
* Training Restrictions: Training is not normally permitted after 2300 hrs. Requests for training flights beyond 2300L by locally based military aircraft during summer months must be forwarded to the BIAL ADM.
* Noise Abatement: Training flights must observe noise/nuisance abatement procedures, or the training facilities will be terminated.
* Exceptional Circumstances: Alterations require prior approval from the Operations Director.
* Instrument Rating Tests: Only one aircraft may be accepted for an instrument rating test at a time, and details must be entered in the ATC Daily Planner Book.
