What is Port state Control
The inspection of foreign flagged vessels in port state waters to ensure foreign vessels are complying with international regulations and that the ship is manned and operated accordingly.
What is an MOU
Memorandum of understanding.
It is a regional port state control setup between neighbouring states. It is a harmonised inspection procedures designed to targets substandard ships and eliminate them from the region. Vessels which comply will not be subjected to repeated POrt state controls when sailing in the region.

PARIS MOU
- 27 participating Maritime Administrations
- European coastal nation, UK, Canada
- +- 17000 inspections every year in this region
- Ensure that substandard ships are removed from the region.
Carribean MOU
- 20 participating MAritime administrations
Ship Risk Profile and period of inspection
High, 5-6 month
Standard, 10-12 month
Low, 24-36 month
Determines priority of inspection, intervals and type

What will be inspected in a Port State control
Initial inspection;
Certificates, confirm any outstanding deficiencies form last inspection in MOU rectified, Overall condition of the ship including ER, accommodation and hygiene.
If inspection is unsatisfactory further inspections will be carried out.
If detained
Port state will inform, Flag, Class, MAybe allowed to move to repair yard, but will have to meet certain safety criteria prior to departure.
Improvement notice
If health and safety standards onboard are found to be sub standard an improvement notice. Standards are to brought back up with in a given time frame.
Prohibition notice
Prohibits unsafe operation or use of unsafe equipment. IT gives notice that the activity or equipment being used is is likely to cause serious injury or pollution to the environment. This notice must be rectified with in a given period of time if not then liable for prosecution.
What documents does a master need to submit when entering a foreign port.
Agent would inform of appropriate documents for clearance.

Note of protest
- Circumstances out of the control of the master cause financial loss to the owner or chartered
- Issued on arrival to a notary public
- Example: TRS causing diversion of route or damage to cargo.
Letter of protest
- Financial loss to an owner due to the misconduct our negligence of another party.
- Eg. Tug pushing vessel into the dock and causing damage. Letter issued to harbour master
- Letter issued immediately.
What is the concentrate Inspection campaign.
MOU decided on a topic which POrt state controllers will specifically target for a period of time.
