A

To whom does MARPOL apply

A

MARPOL applies to all vessels over 400gt but excludes warships and State owned ships generally. The provision of MARPOL apply to all ships of whatever size but the requirements for documentation and records may not.

When can oil be discharge over board?

A

NEVER
Except oil mixtures where
- Oily mixture is processed through oils filtering
- Ship is proceeding en route.
- oil content of the effluent must be less than 15ppm.
- Oily mixture is not mixed with Cargo pump-room bilges or in the case of oil tankers mixed with oil cargo residues.

In special areas
Only difference, Effluent must be passed through oily water separator that has alarm and auto shutoff at 15ppm.

- No solids or visible effluent

A

REQUIREMENTS:

  1. No Ballast to be stored in Fuel tanks
  2. No fuel to be stored forward of collision bulk head
  3. Sludge tank if separating/filtering equipment fitted.

DOCUMENTS:

  1. Survey
  2. IOPP certificate
  3. Specified equipment
  4. Oil record book
  5. Operations Manual for Oily water separator.
  6. SOPEP plan.

A

Marine Pollution.
It is a convention developed by the IMO which aims at preventing pollution to the marine environment by ships both accidentally and by routine operation.

A

Ship Board Oil Pollution Emergency Plan
Purpose of the plan is to provide guidance and procedures and reporting information to masters and officers with regard to pollution emergencies and scenarios that are likely to result in pollution events.
