What is ISM?
International Safety Managment code. The Code sets an international standard for the safe management and operation of vessels so as to ensure safety at sea, prevention of injury and loss of life and protection of the environment from pollution.
Objectives of ism code
- To ensure safety at sea and prevent human injury and loss of life.
- Protect Property
- To prevent damage to the environment
- Encourage development of a safety culture within in the shipping industry

Ensure safe operation of each ship and provide a link between those onboard and the company.
DP must have access to highest level of management

Objectives of the Company
- Provide safe p[ractices in ship operation and a safe working environment
- Establish safe guards against all identified risks
- Continuously improve Safety Managment skills of personal ashore and aboard, including preparation for emergencies for both safety and environmental protection.
How does the master achieve his responsibilities under the SMS

What is the masters overriding Authority.
Nothing can remove the Masters authority and responsibility to make decisions and take action with respect to the preservation of life, safety of the ship and pollution prevention and the responsibility to request the company’s assistance as may be necessary.
This must be entered into the SMS.
Master discretion as per SOLAS
The owner, charter, company or any other person shall not prevent or restrict the master from taking or executing any decision which in the maters judgment is necessary fo the safety of life at sea and protection of the environment.
Reason for ISM
In the 1980’s there was mounting concern regarding poor Managment standards onboard vessels which culminated in the sinking of the Herald of free enterprise which left port with its bow doors open.
What is the DOC
Document of Compliance.
Issued to the company by Flag when shore side aspects of the SMS are fully compliant with the ISM code.
Copy of teh DOC must be issued to each vessel.

Non-Conformity
Observed situation where objective evidence indicates non-fulfilment of a specific requirement which needs to be rectified as soon as possible. (Damaged/fire extinguisher, Faulty compass)
