What is ISM?

A

International Safety Managment code. The Code sets an international standard for the safe management and operation of vessels so as to ensure safety at sea, prevention of injury and loss of life and protection of the environment from pollution.

A

What is the masters overriding Authority.

A

Nothing can remove the Masters authority and responsibility to make decisions and take action with respect to the preservation of life, safety of the ship and pollution prevention and the responsibility to request the company’s assistance as may be necessary.

This must be entered into the SMS.

A

The owner, charter, company or any other person shall not prevent or restrict the master from taking or executing any decision which in the maters judgment is necessary fo the safety of life at sea and protection of the environment.

A

In the 1980’s there was mounting concern regarding poor Managment standards onboard vessels which culminated in the sinking of the Herald of free enterprise which left port with its bow doors open.

What is the DOC

A

Document of Compliance.
Issued to the company by Flag when shore side aspects of the SMS are fully compliant with the ISM code.
Copy of teh DOC must be issued to each vessel.

Non-Conformity

A

Observed situation where objective evidence indicates non-fulfilment of a specific requirement which needs to be rectified as soon as possible. (Damaged/fire extinguisher, Faulty compass)

A
Observed deviation from the requirements of the SMS that poses a severe risk to safety of the vessel, persons, or marine environment. Must be rectified before the vessel can proceed to sea.(Failure of fire alarm, failure of Oily water separator, loss of a life raft)

Masters Review of the SMS

A

Master is required by the company to review the SMS periodically, Min 1 year.

  • He must asses the SMS and S&E policy State of implementation
  • If procedures are being implemented and if they are effective and appropriate
  • He must make suggestions on how to improve current policies and procedures
  • Reveiw and comment on shorebased support

What is an SMS

A

It is a structured and documented system of procedures which helps effectively implement the companies Safety and environmental policy.
It ensures compliance with mandatory rules and regulations and that codes and guidelines are taken into account.
