ORP 002 - Drill Site Approval
When is a Drill Site Approval NOT Required
- Any drill or exercise conducted on FRV Property (including Fire Stations)
- Drill sites previously approved WITHIN THE LAST 2 YEARS
- Any “stop and prop” drills on public land
- Site inspections/familiarisations
ORP 002 - Drill Site Approval
When is a Drill Site Approval REQUIRED
Any drill or exercise involving:
- Specialist Appliances (ladder platform, HAZMAT, Marine, USAR, HART)
- Any drill or exercise on private land
- Any drill or exercise involving an open water source
- Any drill or exercise with external agency personnel involvement
- Any drill or exercise other than a “stop and prop” drill conducted on public land
- Any site where a SPADRA has determined multiple, significant or severe hazards exist
- At the direction of District Ops or Functional Commander
NOTE: Static water supplies should not be used for open water training unless the training is conducted at VEMTC or with the use of FRV Recycled Water PODS or mains water. Any other agreed training or training facility will need to be endorsed through the Consultation Committee in accordance with the EBA.

Who needs to inspect the site?
- Drill site approval applicant
- The site owner/occupier
- District Ops or Functional Commander (or another delegated Commander)
- An FRV Employee Health and Safety Representative (HSR)
- A relevant FRV instructor/operator where the drill site involves a specialist skill (eg HART, confined space, marine)

Who needs to sign a Drill Site Approval Form?
- Drill site approval applicant
- District Operations or Functional Commander (or other delegated Commander)
- Employee HSR
- Specialist instructor/operator (where required)
*Drill sites are considered active once the Drill Site Approval Form has been approved and signed by the relevant FRV personnel and the Drill Site Consent Form has been approved and signed by the relevant owner/occupier

Who gets a copy of the form?
- Applicable FRV employee HSR
- District Health and Safety Commander
- FRV Station for the maintenance area of the drill site
- District Training Commander (where applicable)
- Also email a copy to PPOG who will upload the site to the intranet.

Reapproving Drill Sites
Ensure that any approved drill site is reassessed within a 2 year period if training is to continue at the site.
- Notify relevant District Operations or Functional Commander to conduct a reassessment if required
* Follow the same practice when organising a re-approval of a site, as for the initial approval
* Update the drill site on the FRV Doctrine site by emailing the updated Drill Site Approval Form to PPOG.
