Conducting Salvage Operations
- Ensure salvage operations are a part of every Incident Action Plan
- Ensure salvage operations occur during the response and recovery phase of a fire/incident through:
- Stopping or reducing the source of damage, and/or
- Protecting or removing property and contents
- Ensure the following options are considered during an incident:
- Limit water application to a fire and remove water from the affected areas
- Limit unnecessary damage caused by firefighting equipment
- Relocate contents and property, or utilise tarpaulins to cover and protect
- Close doors to limit fire and smoke spread in conjunction with systematic and coordinated ventilation
- Consider environmental impact of water run-off and take steps to contain it
- notify the EPA, LGA and/or water authority for advice or assistance with water run-off when necessary
- Consider the impact of water run-off on lower floors in multistorey buildings
- Isolate any activated sprinkler systems only after the fire is controlled
- Isolate the sprinkler system zone to the affected area/floor only
- Consider responding additional specialist resources from FRV and supporting agencies to assist in water flooded areas (eg Rescue appliance with the wet vacuum/submersible pump)
- Continue salvage operations until the scene has been made safe

4 options to consider during an incident
- Ensure the following options are considered during an incident:
- Limit water application to a fire and remove water from the affected areas
- Limit unnecessary damage caused by firefighting equipment

What to do regarding water run-off
- Consider environmental impact of water run-off and take steps to contain it

Resourcing of overhaul operations
Maintain resources on scene for an extended period of time only where the following exist:
- Continued pockets of active fire
- Obvious and/or potential hot spots
- A high chance of re-ignition
Arrange for support facilities where deemed necessary and where available (eg toilets, fire duty pod, catering)
- Ensure adequate resources and appropriate levels of supervision, within the chain of command are maintained
- Consider requesting additional resources to relieve the initially responding crews where overhaul is likely to be over an extended period

How to determine the most appropriate resources to utilise for extended overhaul operations?
Utilis the most appropriate resources for extended overhaul operations based on the following:
* Fatigue management plan
* Travel times for appliances to the incident
* Time of day and weather conditions
* Impact of other incidents, and coverage within the district and state

Who manages resourcing for overhaul operations
Fatigue Management plan considerations
Resourcing for overhaul operations will be managed by the Incident Controller in conjunction with the District Commander in which the fire/incident has occurred, or the State Duty Officer. This resourcing includes determining appropriate shift times for overhaul crews and potential move-ups to maintain fire coverage
- Develop a fatigue management plan taking the following into consideration:
* Relieving the initially responded crews or any other heavily soiled personnel to return to station for showering, changing into fresh clothes and replenishing PPC
* Welfare of responding crews, including exposure to trauma, workload, hydration and environmental conditions
* Health monitoring by AV
* Providing catering/meals to personnel where incidents protract over normal meal times
* Other forms of sustenance outside of normal meal times particularly during the night time

Conducting Overhaul operations
Secure the scene and preserve evidence:
- Consider maintaining a log of any evidence discovered by, or in possession of FRV personnel
- Activate SFIU response when required
- Limit overhaul damage and water application around potential fire origin
- Ensure other items of evidence are not disturbed during overhaul phase
- Consider requesting attendance of VicPol for scene security and suspicious circumstances
- Consider requesting attendance of LGA to provide temporary fencing to assist in scene security
Ensure a SPADRA is conducted on the structural integrity of any structure affected by fire or flood before continuing with overhaul
- Consider responding aerial appliances or RPAS to assist in scene overview and/or assessment of structural integrity
- Consider requesting attendance of the Municipal Building Surveyor to assist in structural integrity assessments
Continue to wear BA for the entire duration of overhaul operations
- Ventilate a fire affected premises to reduce the risk to occupants and/or other agencies prior to handing over the scene.

Atmospheric Monitoring?
Consider conducting Atmospheric Monitoring within fire affected structures to assist in determining if the chosen ventilation strategy is effective. The following exposure standards should be utilised as a guide to assist IC’s to reduce the impact of combustion gases within the affected structure:
- O2 - normal levels approx 21%
- CO - levels below 9ppm
- HCN - levels at 0ppm

How to leave the scene safe
Ensure all efforts are made to leave the scene safe at all incidents by completing the following:
- Ensure all active fire and hotspots are removed to prevent re-ignition
- Complete a thorough size-up throughout the incident
- Utilise TICs in conjunction with visual inspections and accessing cavities where hot spots are likely
- Ensure a sufficient and sensible amount of time is spent on scene considering the likelihood of re-ignition and incident conditions

When to conclude overhaul operations?
Conclude overhaul operations when the Incident Controller has determined the following has occurred:
- The scene has been secured
- A SPADRA has been completed on the structural integrity of any structures impacted
- Any directly affected neighbouring property owners/occupants who are present have been notified of the cessation of response operations from FRV
- The fire has been completely extinguished
*NOTE: overhaul can be concluded based on the above criteria at any time of the day/night
