5 Consideratios for Location of DEBRiS Base of Operations

A

Nominate a location for the DEBRiS Base of Operations and sectors, and consider the following:
- Atmospheric Monitoring
- Current and forecast weather conditions
- Access to potable water for clean up
- Access to natural shelter
- Lighting
- Access for oncoming appliances
- Adjacency to warm zone
- Wind, terrain and water run off
- Logical placement of sectors
- Placement of other agencies
- Access to facilities to aid in implementing DEBRiS process (eg. toilets, potable water, shelter)

When to implement DEBRiS?

A

Evaluate the alarm level, incident type, duration of the incident, and extent of contamination and/or number of personnel to be processed when implementing DEBRiS. At 3rd alarm and above fires and HAZMAT incidents, all sectors of DEBRis MUST be implemented.

A

Breathing Apparatus service areas
Rehabilitation of personnel
Incident accountability of all personnel *this is not a sector but provides systematic accountability
Staging Area (vehicles and personnel). Consider responding additional resources to perform these functional roles and enable efficient control, as the number of DEBRiS sectors increase within the DEBRiS Base of Operations)

DEBRiS Officer Responsibilities

A
  • Establish and oversee DEBRiS appropriate to the requirements of the incident.
  • Record the allocation of DEBRiS roles within the DEBRiS Base of Operations and report these to the Incident Controller.
  • Ensure the DEBRiS Officer is of SSO or higher rank at 3rd alarm fire and HAZMAT incidents, where available.
  • Ensure equipment in allocated DEBRiS Kit is used to assist in delineation of DEBRiS sectors.

Other considerations in regards to location of Base of Operation

A
  • Consider the establishment of multiple DEBRiS Base of Operations for large scale incidents.
  • Confirm and communicate the location of all DEBRiS sectors and names of personnel charged with these functional roles to all crews and personnel performing functional roles.
  • Consider utilising temporary portable shelters for protection from the elements
  • Request temporary shelters through Communications Centre

DECONTAMINATION

A

Appoint a Decontamination Officer to oversee the following:
- Establish a decontamination sector in the warm zone
- Allocate personnel to conduct decontamination process. Ensure they are wearing appropriate PPE.
- Determine level of decontamination required for all personnel.
- Establish a tool drop area prior to personnel decontamination to allow for tools to be re-used where required.
- Direct personnel to remain in full PPE until they reach disrobing area at BA Service.

Entry/Exit (BA Entry Point)

A

Appoint a BAEO to establish an appropriate location for a BA entry point and oversee the following:
- Utilise barrier tape to control movement of personnel
- Liaise with Staging Area regarding movement of personnel through DEBRiS
- Adhere to BA OMS

BA Service

A

Appoint a BA Service Officer to ovesee the following:
- Establish a BA Service area adjacent to BA entry point
- Ensure appropriate PPC and PPE is worn by personnel within the BA Service area
- Establish a suitable disrobing area within BA Service
- Assist in cleaning and reinstating BAs
- Create a drop zone for decontaminated PPE
- Consider if PPC and PPE will be required for personnel to continue operations
- Ensure PPC and PPE are bagged and tagged accordingly when no longer required for operations
- Ensure DEKONMATE wipes are available to clean dermal areas.
- Ensure sufficient personnel are allocated to assist in BA Service area
- Ensure contaminated items do not proceed to rehabilitation sector
- Follow Decontamination - Fireground Personnel OPP

Rehabilitation Sector

A

Appoint a Rehabilitation Officer to oversee the following:
- Establish a Rehabilitation Sector adjacent to BA Service
- Set up equipment required for effective rehabilitation services, include the following:
* Shelter/shade and seating
* Adequate drinking water
- Request AV to assess and monitor firefighting personnel
- Ensure the Rehab Sector:
* Remains free from water runoff, smoke, exhaust fumes and noise
* Is accessible to Fire Duty support POD (if available), temporary shelters, portable toilet and AV health monitoring if utilised

Incident Accountability

A

Ensure personnel appointed to functional roles within the DEBRiS Base of Operations record the movement of personnel through each sector via an Accountability Board or personal log. All logs/records are to be provided to the Incident Controller upon request and at the completion of the incident.

Staging Area Sector

A

Appoint a Staging Officer (minimum of SSO rank for 3rd Alarm incidents, where available) to oversee the following:
- Establish a Staging sector at a strategic location
- Maintain control over the DEBRiS staging area
- Ensure rest and refreshment facilities are available
- Ensure an appropriate number of RIT are available to be deployed to the hot zone
- Log the location of the Staging sector with the Incident Controller
- Liaise with Sector Commanders as per available personnel

Stage appliances at a separate Staging Area and a Vehicle Staging Officer should be appointed to oversee the following:
- Ensure vehicle windows/compartments are closed
- Communicate with DEBRiS Staging Officer as required
