Responsibilities of the Incident Controller
- Take control of all resources at fires/incidents
- Assume responsibility for the health, safety and actions of all responding personnel at that fire/incident at all times.
- Ensure all OICs of appliances report to the Incident Control Point for tasking.
- Conduct an initial incident SIZE UP, and continue throughout the incident.
- Develop and implement an INCIDENT ACTION PLAN (IAP)
- Implement an Incident Management System (IMS)
** Manage all fires/incidents in accordance with the following AIIMS principles:
** management by objectives
** functional management
** span of control
** flexibility
*** unity of command
- Ensure functional roles are delegated to appropriately qualified personnel where necessary
- Ensure all personnel performing functional roles wear a tabard
- Ensure Operations and Sector Command Point locations are established for functional roles.

When should you establish an Incident Control Point? Who is responsible for this?
At every fire/incident. This is the responsibility of the OIC of the first arriving appliance.

What should the OIC take into consideration when establishing an Incident Control Point?
- Ease of access
- Prominence of location with a good overview of the incident
- Ability to stage and deploy all arriving appliances and support agency personnel
- Safety from any incident hazards
- Potential impediments to incident communications

Who is in charge of incidents in CFA area? What if FRV arrive first?
Ensure the FRV senior officer assumes control of an incident where an FRV appliance arrives on scene first in a CFA or DEECA jurisdictional area. Once a CFA or DEECA appliance is on scene, control should be transferred to the most senior member in the most expedient manner, and where appropriate.
