OMS 013 - Communications - Personnel Accountability Reports
When to conduct a PAR
Conduct a PAR when any of the following situations occur:
- Receipt of a Mayday message
- Use of the emergency evacuation signal
- A change from offensive to defensive strategies
- Crews are failing to respond
Consider conducting a PAR in the following situations:
- A change of IC or Sector Commander
- Any other reason at the discretion of an authorising officer.

Actions to Maintain Personnel Accountability
- Ensure Fast Cards are completed and accurately reflect appliance crews. This is the responsibility of the OIC of the appliance
- Ensure all OICs of appliances report to the Incident Control Point for tasking upon arrival at an incident
- Continue to report to, and receive tasking from, the chain of command to maintain accountability
- Avoid splitting appliance crews where practicable. Appliances should be directed to complete a task as a unit where possible.
*Consider the following options where an appliance OIC is utilised to perform a role where their crew is not required:
** Assign a LFF to assume the role of crew leader, if available
** Reassign crew to another appliance OIC. - Ensure personnel performing functional roles account for resources under their command
- Ensure systems are set up that allow for an appropriate span of control
- Maintain accountability when supervising a resource, team or functional role. Ensure all radio calls to allocated call sign are answered, and immediately report any loss of personnel accountability as soon as possible.

Who can request a PAR?
Ensure a PAR is only requested by the following authorised personnel for their area of accountability:
- IC
- Ops Officer
- Safety Officer
- Sector Commander
- BA Entry Officer

Communicating a PAR
Ensure only the IC or CommCen request a PAR via the dispatch channel to determine resources en-route and on scene
Ensure all authorised personnel request a PAR via an allocated fireground channel to determine accountability of resources
Confirm accountability with the pro-word “PAR”

Unaccounted for resources?
- Continue to try and make contact with any unaccounted for appliances, resources or personnel in the situation of a failed PAR.
- Send a nearby resource to the last known location of any unaccounted for personnel to try and make contact
- Issue a Mayday message if a resource remains unaccounted for.
- Utilise RIT to begin searching for unaccounted resources where appropriate
