What circumstances to deploy a RIT?

A

Deploy a RIT in the following circumstances:
- Call of distress ‘Mayday’
- BA full alarm activation
- Loss of accountability identified by PAR
- Any other situation requiring rapid intervention (eg. structural collapse)

Requirements for establishing RITs for Incident Controllers

A

Establish a RIT as a priority from on-scene resources whenever BA crews are operating internally or a SPADRA indicates a risk to BA crews.
- Ensure BA Stage 1 has been implemented when RIT is required.
Ensure an appropriate number of RITs are formed and ready for deployment at any fire or incident where this role has been deemed necessary
*NOTE, RIT may be utilised as replacement BA crews where required

RIT formation

A

Ensure the composition of the RIT is a minimum of 2 personnel and involves adequate supervision from a suitably qualified member. RIT can be increased at OIC’s discretion
- Consider the use of suitably qualified external fire service personnel for the role when FRV personnel are not available.
Ensure RITs are staged close to each BA Entry Point to maintain situational awareness, be highly visible and prepared for rapid deployment
- Utilise the RIT cone from the DEBRiS kit where available
Allocate RIT call signs
Ensure a SMEACSQ briefing is provided when the establishment of a RIT is deemed necessary
Ensure appropriate equipment is available to the RIT for use if required, considering items such as the following:
- ladders
- TIC
- charged hose lines of appropriate diameter
- lighting
- portable radios
- forcible entry equipment
- rope lines

Duties of the RIT leader

A

Ensure all RIT members have received a briefing
Conduct a size-up of the incident, taking into consideration the following:
- BSAHF
- Access/Egress locations and impediments (including the number and type of stairways)
- Locations of crews that are engaged in firefighting operations
Work closely with Sector Commander, Safety Officer and BA Entry to maintain situational awareness
* Utilise any incident ‘Mud maps’ and or building plans of the incident to assist in pre-deployment planning
- Utilise forcible entry equipment to ‘soften’ building for emergency access/egress (eg accessing doors, removing security bars on windows) if necessary
- Lead the RIT, utilising the TIC to assist in navigation and possible location of the firefighters
- Provide regular sitreps to the IC/SC/BAEO once deployed

Duties of RIT personnel on stand-by

A

Ensure PPC/E worn is appropriate to the incident risk, and BA is secured and ready to don mask.
Ensure each team member has a portable radio
Source other necessary equipment as indicated by the RIT leader
Consider identifying additional water sources as a contingency
Continuously size-up the scene to determine any changes in the incident, focusing on where crews are operating and the potential hazards
Monitor the fireground radio channel
Ensure all RIT members are aware of their assigned team call sign, and allocated fireground channel for RIT operations

What actions are to be completed upon deploying any RIT?

A
  • Confirm RIT has been deployed
  • Allocate additional personnel to be on standby to assist RIT if required
  • Perform a PAR of all firefighters operating in the Hot Zone
  • Ensure all non-essential radio traffic is kept to a minimum
  • Ascertain last known whereabouts of missing/injured firefighters and communicate to RIT
  • Arrange for medical teams AV or FRV operational personnel with EMR capability to be available at an appropriate location to assist rescued personnel
  • Provide a sitrep to CommCen

What should be included in any RIT sitreps and to whom should they be given?

A

Ensure RIT leaders provide regular sitreps to the IC/SC
Upon locating any casualties, include the following details:
- The location of the missing/injured firefighters
- status of the casualties
- any further assistance required
- Egress/extraction strategy

*confirm the RIT has accounted for all casualties
- Complete hand over of casualties to first aid/EMR teams or AV

When to demobilise RIT

A

Consider demobilising a RIT when internal operations have concluded, or at the discretion of the IC/SC after thoroughly evaluating the situation and determining that the operation no longer poses a risk to personnel.
