What is AIIMS and what is its 4 functional areas?

A

AIIMS is an incident management system that has four functional areas:
Control
Planning
Operations
Logistics

The structure of AIIMS is intended to give full representation to all vital management and information functions. The composition of the Incident Management Team varies depending on the incident.

AIIMS is scalable, meaning that for some incidents, a full-scale response will not be necessary, but for others, it will.

IMT
IEMT

A

Incident Management Team
Comprises of the Incident Controller and a team of people (determined by the complexity, scale and needs of the situation) to safely resolve an incident and support recovery.

Incident Emergency Management Team
An inter-agency team which supports the IC in formulating and implementing response and recovery strategies. Includes VicPol, AV, local government, power/gas, etc.

- Undertakes the role of the IC in their absence
- Oversee function units as required, eg. operations
- Manage one or more particular functions, eg. Evacuation, Business Continuity, Warnings and Advice, Media, etc.

Agency Commander

A
  • Agency Commander is appointed at incidents where FRV resources are deployed, but FRV is not the Control Agency
  • Can be used as Deputy IC for smaller scale incidents or outside line of control
  • Establish contact with IC/OO from other agency

  • Provide communication link from fireground to FRV DCC
  • Represent FRV at any IEMT

A

Incident Safety Officer
Incident Safety Officer is not a functional role but reports directly to the IC and part of the IMT
- Manage safety cell at 3rd alarm and higher and at complex or protracted incidents. Appoint:
* Field Safety Commander
* Health and Safety Representative
* DEBRIS Officer
* Base of Operations Officer
* Appliance and Recommissioning Officer
* Notify FRV Health if required
- Develop and maintain Incident Safety Plan
- Provide advice on safety and overall health and safety of personnel at incident
- Liaises with IC and Field Safety Officer(s) and Field Safety Commander
- Ensure that IC and IMT focus on safety
- Provide and review input to IAP

A

Intelligence, Finance and Investigation are roles usually incorporated into the Planning, Logistics and Operations functions respectively. IC may determine that the complexity, scale or nature of an incident requires separate functions be established.

INTELLIGENCE:
- Determine intelligence required
- Collect and analyse information - current and forecasted
- Make sense of information (what does the information mean?)
- Record, distribute and display situation reports
- Provide PO with information to support development of IAP

FINANCE:
- Oversee financial management and record keeping during incident

INVESTIGATION:
- Determine cause/factors which contributed to the impact of incident
- When external investigative authority (eg police) is responsible, act as liaison on behalf of IC
- Determine effectiveness of response and examine unexpected events during response
