A

Issue: To resolve dispute through an informal “meet and confer”
Rule: Policies for IDR are listed in BU 5 MOU
1. The area rep on behalf of the employee to resolve adverse written findings of a civilian complaint or adverse comments (100 form, MOD, COF, CHP 2)
2. Once initiated, the employee shall not file a grievance or complaint on the same matter
3. The affected employee does not have the right to attend the “meet and confer” but may be allowed by the commander
4. Level 1: the meeting must occur within 21 calendar days of the adverse comment. After the meeting the commander has 21 days to render a decision
5. Level II: CAHP district rep can call “meet and confer” with Division Commander. Meeting must occur within 21 calendar days from Area Commanders decision. Division Chief has 21 calendar days after meeting to render decision.
6. Level III: CAHP Director calls a “meet and confer” with the Office of the Commissioner. Meeting must be within the 21 Calendar days from the Division Chiefs decision. The Commissioners office has 21 calendar days to render their decision after the meeting.
Level II is the last level of appeal
