The Safety Officer has a specialized task at an operation. The Safety Officer is part of the Command Staff and reports directly to the Incident Commander. The Safety Officer is primarily responsible for minimizing the threat of death or injury to personnel. If there is no Safety Officer, the IC will be responsible for this function. While safety is a major part of the Incident Commander’s concerns, it is the sole concern of the Safety Officer. The Safety Officer’s full attention must be focused on the safety of operating personnel. The Safety Officer must be the role model and leader in all aspects of safety
• Keep the Incident Commander updated on conditions and recommend any modifications to the operation that would address identified safety issues

• The Incident Commander must be notified immediately of any change to firefighting operations ordered by the Safety Officer
• Whenever the Safety Officer takes action to remove members from a hazardous situation, the Incident Commander must be advised of the action taken and why the Safety Officer made the determination. The situation where a Safety Officer would terminate an operation without first consulting with a Sector Officer or the Incident Commander is extremely rare and reserved for hazards that place members in imminent danger.
Termination of one part of an operation may place members operating in other areas of the emergency in great danger. The Safety Officer must consider the impact of this action on the rest of the operation.* THE INCIDENT COMMANDER MAY REVERSE THE DECISION OF THE SAFETY OFFICER AND CONTINUE OPERATIONS.*TEST
• The Incident Commander has the overall responsibility for the safety of everyone on the scene. The presence of a Safety Officer does not relieve the Incident Commander of this safety responsibility. Every individual member has a duty to be safe, to watch out for the safety of other members at the scene and to comply with safety procedures.
A Battalion Chief shall be special called by the dispatcher to perform the duties of the Safety Officer at the following:
• 2nd & greater alarms
• 10-60
• 10-76
• 10-77
• 10-80Code2,3or4 (not code1 ?)

The Safety Operating Battalion will assume the role as Safety Officer on their arrival.
The Special called Battalion Chief will be designated the Assistant Safety Officer after the arrival of the Safety Operating Battalion or reassigned as determined by the IC
• The Safety Officer and assigned aide shall report in wearing full Personal Protective Equipment
The dispatcher shall not assign an Acting Battalion Chief to respond as the Safety Officer

HAZ-MAT INCIDENT VARIATION:
-• The special called Battalion Chief will be designated the Safety Officer at Haz-Mat incidents.
-• The Safety Operating Battalion will be designated the Assistant Safety Officer- Hazardous Materials. The Safety Operating Battalion is trained to the level of Haz-Mat Technician 2. They will coordinate safety related activities directly relating to the Hazardous Materials Group/Branch operations as mandated by 29 CFR part 1910.120 and applicable State and local laws.
In addition to the Safety Operating Battalion, the Incident Commander shall direct the special call of a designated Battalion Chief to any incident where a member of the Department is fatally injured or suffers a life threatening injury. In order to assist the Safety Operating Battalion’s investigation.
While Responding:
• Obtain a summary of responding units via the MDT to identify responding units and determine approximate burn time.
• Check the response ticket if address of the fire building has been given and if any CIDS information is available.

• The Safety Officer uses the following Risk Management guidelines to determine appropriate risk taking actions by members;
o Keep significant risk to members limited to potential life saving situations
o Inherent risks of routine activities should be reduced or minimized
o No risk to the safety of members is acceptable when there is no possibility of saving life or property
• Perform a safety size up of fire building/area and note the following:
o Exterior condition of fire building
o Observe perimeter of structure involved for stability
o Evaluate smoke and fire conditions to determine flashover or backdraft potential o Verify that the address of the fire building and related CIDS information is correct

• When the Safety Operating Battalion arrives at an operation, they shall be briefed by the Safety Officer on conditions and any other safety related issues. The Special called Battalion Chief will now be designated the Assistant Safety Officer, released or reassigned as determined by the IC

- • The Safety Officer shall assist in providing rehabilitation of members by consulting with the Incident Commander when there is a need for having reserve units, RAC units, and EMS on scene

- The Safety Officer should give particular attention to members during overhauling operations, when the potential for injury is high
- After control of the fire, if the Safety Operating Battalion is not on the scene, the Safety Officer should inform the Incident Commander of any safety problems. In addition, the Safety Officer may assist the Incident Commander with necessary investigations
It is intended that Safety Officers shall perform the tasks as stated in this bulletin. They shall not be used for firefighting purposes(also rul and cul), nor shall they make command decisions other than those required to protect members from imminent danger.
The intent of this bulletin is to have a Chief Officer whose sole responsibility is the safety of our members, arrive at these incidents in a timely manner. There will now be times that 5 or 6 Battalion Chiefs respond to a box. When the need for these Chief Officers is no longer necessary, they should be made available for other responses. Incident Commanders must remain aware of this and be cognizant of the need to maintain the availability of Chief Officers for other responses throughout the city
