The Communications Unit (CU) has a specialized task at an operation. The Communications Unit is a functional unit within the Logistics Section primarily responsible for effective use of the communications system at an incident. If there is no Logistics Section Chief, the CU will report directly to the Incident Commander.

The Resources Unit Leader (RUL) shall also take on the duties of the Communication Unit (CU) until relieved by another Battalion Chief designated as the CUL

When an S.A. Battalion Chief is assigned to the Field Communications Unit, they will be designated as the Communications Unit Leader. They will supervise and assist the Field Communications Unit

• At the start of the tour, the S.A. Chief so assigned shall notify dispatchers in all boroughs that the S.A. Chief is in service as Communications Unit Leader with the Field Communications Unit
• The S.A. Chief shall also notify the dispatcher in all boroughs whenever the detail is discontinued or at the termination of the tour
• The IC may special call a Battalion Chief as Communications Unit Leader if necessary
• The Battalion Chief assigned as the Communications Unit Leader shall don the ICS vest with
the insert “COMMUNICATIONS UNIT LEADER”
**Note: An Acting Battalion Chief may be assigned as the Communication Unit Leader

  1. 2.3 The Communications Unit Leader shall be responsible for the transmission of all required progress reports to the borough dispatcher via the Field Communications Unit.
    - If the Incident Commander has not established the Command Channel, the Communications Unit Leader shall determine if they wish to do so. If so, the Communications Unit Leader shall notify all Chief Officers present to switch to the proper channel.

–Tactical Chief Officers (Operations, SAE, and Attack Chiefs) and Safety Chiefs are to operate on the designated tactical channel to maintain control of ongoing operations being conducted by units under their command. Their assigned firefighter will operate on the Command Channel to maintain communications with the IC.
–Chief Officers assigned to Command, Staging Areas or other specific designated assignments will operate on the Command Channel. Their assigned firefighter will monitor the tactical channel for emergency transmissions.

  • The Communications Unit Leader shall operate on the Command Channel when staffed by a dedicated Battalion Chief.
    4. 2.8 At large scale operations where a number of handie-talkies are in use, the Communications Unit Leader may recommend a secondary tactical channel for part of the operating units (e.g., Units in exposure 2 and 4 notified to switch to the selected channel and those on command channel notified of the change). This procedure shall be implemented only after consultation with the Incident Commander of the operation. If such an action is necessary the CUL shall ensure that all Tactical Channels are monitored.

4.2.9 The Communications Unit Leader shall ensure that all Command and Tactical Channels are monitored to ensure that emergency transmissions are received and acknowledged by the Incident Commander. It shall be the responsibility of the Communications Unit Leader to contact the Incident Commander personally or by handie-talkie, to ensure that the Incident Commander has received the emergency transmission.

4.2.11 The CUL shall see that strict radio discipline is maintained and that channels are not monopolized by members transmitting lengthy messages.
4.2.12 When units are operating in one area for any length of time, the CUL shall designate one handie-talkie to be used for the area and all others in the area shut off to prevent feedback and interference.
The Resources Unit Leader will continue to monitor the handie talkie for emergency transmissions after the arrival of a dedicated Communications Unit Leader.
