- 1 Vests are made of a durable material with reflective stripes. They are not rated for structural firefighting operations and shall not be worn within any fire building. They are to be used during large scale emergency operations or drills.
- 2 Fire members equipped with vests shall not be required to wear bunker coats unless the Incident Commander deems they are required for safety or weather conditions.
There are four sets of vests. Vest sets are stored in FDNY gear bags and will be carried by the two Field Communications Units and the two Mobile Command Centers.
-Safety Officers shall continue to use the Battalion issued safety vest. Resources Units Leader should use Battalion/Division issued vest. If unavailable they are to use vest issued in set.
TEST
-It will be the responsibility of the Incident Commander to have vests issued and worn as needed.
4.2 Incidents where vests should be used are:
Mass casualty incidents.
Extended complex operations.
Large scale Fire/EMS drills and drills involving other agencies.
Any non-fire operation or drill where five or more ICS positions are activated.
Large scale EMS operations at the discretion of the Medical Branch Director as coordinated through the Incident Commander.

During demobilization the Incident Commander shall authorize the collection of the ICS vests. Designated members shall collect and re-package the ICS vests for return to their respective vehicle of origin.
