The A-244 shall be prepared only if building has a final certificate of occupancy (C of O). If a building does not have a C of O or has a Temporary C of O the unit shall forward an A-8. To aid in this research, officers should refer to reference # 1.2 (Sprinkler Requirements) or the BISP hotline.
Note: A Sprinkler Recommendation (A-244) should not be forwarded in situations where the occupancy of a building is contrary to the Certificate of Occupancy (C of O). In this situation, the unit should forward an A-8 (4B Illegal Conversion). Also request a Battalion Chief to respond to consider a possible vacate or high priority referral report, as stated in Ch. 5, Ref. 1.2 (Sprinkler Requirements). If a high priority referral report is forwarded, the Battalion Chief may consider ordering watchman service by a Fire Guard holding a Certificate of Fitness, as stated in Ref. 1.4 (Out of Service Sprinkler Systems).
1.2 Units may also submit a Sprinkler Recommendation (A-244) for buildings that do not require a sprinkler system by Code. These reports shall include all other specific information regarding any unusual conditions related to the structure or occupancy of the premises that would present hazards and/or dangers that would hamper or prevent the full implementation of our firefighting procedures that may justify the recommendation. Please note that a large amount of stock is not in and of itself enough to have a Sprinkler Recommendation carried out and enforced. When applicable, units should issue a Violation Order to reduce the amount of stock.
Note: Upon discovery of a building or occupancy potentially requiring the installation of a sprinkler system/system upgrade, the officer conducting the inspection should request the response of a Battalion Chief to the location in order to determine if any further action is required. The officer should note in his/her endorsement any action taken as per Battalion Chief request.
1.3 Company Commanders shall examine all reports prepared by lieutenants to determine adequacy of required information. Reports shall be endorsed with recommendations to Battalion Commanders.
Note: Company Commanders can conduct an on site inspection at their discretion.
