Units finding any of the conditions in the following two lists while operating at an alarm or as a result of inspection activity shall ensure that a Battalion Chief is on scene to notify the Department of Buildings (DOB) via the borough dispatcher. This notification is in addition to other appropriate FDNY actions (VO, NOV, Vacate, Summons, etc).
*Note: The NYCHA shall be notified for incidents occurring in NYCHA buildings and facilities. The Department of Buildings does not require notification for incidents occurring in NYCHA buildings and facilities.
If the on-scene Deputy Chief or Battalion Chief believes the condition is hazardous enough to require immediate action to be taken, then request a DOB response. The FDNY unit requesting the DOB response shall request an ETA and insure an FDNY unit remains on the scene to maintain a safety zone and ensure public safety until the arrival of a representative from DOB. This unit will brief the DOB representative of the conditions requiring their response. However, if units encounter structural hazards or other serious life safety concerns that are not imminently perilous but may require an evaluation, then the on scene Deputy Chief or Battalion Chief should determine the most appropriate course of action. The on scene Deputy Chief or Battalion Chief’s decision will be based on the severity of the condition and in those cases that are not extremely hazardous or urgent in nature may be handled through the High Priority Referral Procedure.
