There are many situations where emergency roll calls are necessary. Some examples are:
 Mayday transmission for Collapse Imminent/Collapse Occurred, Urgent Transmission for “Interior attack discontinued and exterior attack instituted” or “Loss of water endangering members.”
 Anytime a building or area is evacuated, Chief or company officers shall account for all members in preparation of a roll call by the IC.
 Anytime the IC determines an emergency roll call is necessary to account for members.

It is imperative that the IC be forceful when transmitting and taking control of the HT network. Without control, it will be difficult to conduct an emergency roll call in an efficient and timely manner. The IC should refrain from immediately “jumping on” or answering any Mayday/Urgent transmission. This will give the distressed or transmitting member, several seconds to complete their transmission.

CONDUCTING THE EMERGENCY ROLL CALL
4.1 The member conducting the emergency roll call must have an updated list of all companies on the scene. An updated printout can be accessed from any apparatus MDT on the scene, as follows:
 Press the “Incident Summary” button - A blank form will appear requesting several pieces of information e.g., date, box. This information does not need to be entered.
 Press “Send” - This will automatically default the report to the box the unit is currently assigned to. The MDT will indicate a message is waiting.
 Press “Next” to retrieve the rundown of units.
 Press “Print” for the MDT to print the rundown.

The member conducting the emergency roll call will be known as the Roll Call Officer (RCO). The RCO must be assisted by another member who is responsible for monitoring the HT frequency that the emergency roll call is being conducted on and recording the members by position, as they reply.

  1. 3 Every Battalion and Division vehicle has a pad of pre-printed Emergency Roll Call forms. These preprinted forms will help keep track of companies and members as they reply to the roll call.
  2. 4 The RCO and the member assisting and filling out the pre-printed form, should be in an area away from the Command Post. This will reduce radio feedback, thereby putting the roll call team in a better position to hear and talk over the HT roll call frequency. Testing of this procedure has proven that the RCO conducting the emergency roll call from an area clear of smoke and confusion, is in the best position to hear and transmit over the HT. If weather is an issue, the RCO and assisting member will have to take a position in a dry area, such as an apparatus cab or Battalion vehicle.

The member assisting the RCO using the pre-printed form must record the results of the roll call, accounting for members as they respond. When all members of a company have been accounted for, the RCO will notify the company officer stating, “All members of Ladder x or Engine x are accounted for.” The RCO will then go on to the next company.

If a company officer does not answer when called, the RCO will either call a firefighter operating with that officer or call another company operating in the immediate area of that officer, in an attempt to locate them. For ladder companies this would be the Can or Irons firefighter; for engine companies, the Nozzle or Back-up firefighter should be able to account for their officer. If these members are unable to account for the officer and the officer still has not responded to the roll call, the RCO must notify the IC, who in turn must take the required actions for a Missing Member as outlined in Firefighting Procedures, Managing Incidents Involving Members in Distress. The RCO must then continue the emergency roll call in the event there are additional missing or distressed members.

Follow the directions included in the Mayday/Urgent transmission. Maintain radio discipline. Do not transmit, unless:
 Called by the RCO
 You have a Mayday/Urgent of your own
 You have a critical information regarding the Mayday/Urgent
 You have a critical message affecting the on-going operation
