4.1.1

If the address of the fire or emergency is not a CIDS building but is on the same side of the street and is within three house numbers of a CIDS building, the computer will identify the CIDS building(s) to the borough dispatcher. The dispatcher will notify the Incident Commander (IC) of this fact via radio if PRELIMINARY OR PROGRESS REPORTS INDICATE THAT EXPOSURES ARE A CONSIDERATION. THE IC must be aware of these provisions and always verify that the CIDS information relates to the building at which operations are being conducted.

Immediate entry of an imminently hazardous condition can be accomplished by the Borough Commander or Command Chief on duty. The administrative unit shall complete a CIDS entry using the âBlank CD-201â form link located within the eCIDS application. This completed paper form shall be faxed via the chain of command with all endorsements to the Borough Commander or Command Chief. Once approved, the Borough Commander or Command Chief will fax the form to the Fire Department Operations Center (FDOC) for immediate entry into both Starfire and the eCIDS application. No action is necessary by the unit officer within the eCIDS application for an âimmediate CIDSâ. The immediate CIDS message entered into eCIDS by FDOC will appear on the administrative units pending list awaiting the next scheduled permanent export into Starfire.
4.3.3
The following procedure shall be used for completing a CIDS Entry:
Prior to entering information into the eCIDS application the submitting officer shall refer to the FDNY Map Application and the FDNY Building Information Search (FDNY BIS) on the FDNY Intranet (Note: links to both applications have been provided within the eCIDS application). These applications contain the most current data available to our units and will provide the company officer with the information necessary to properly submit or revise a CIDS entry or entries. These applications contain information relating to address numbers, multi-number address ranges, âAKAâsâ, and administrative company boundaries associated with a building or BIN number if applicable. For buildings with multiple addresses, address ranges, AKAâs, and for interconnected buildings, follow instructions in section 4.4.2B.

When a single building has its address posted as 100-110 Main St., for example, a CIDS entry must be made for each applicable address number listed within the multi-number address range. The combined number 100-110 should also be included in the “Transmitted Data” portion of each CIDS entry. To verify all possible addresses, the preparing officer shall utilize the FDNY BIS. For example, for the address 100-110 Main St. enter 100 Main St. into the FDNY BIS. This search will provide all addresses associated with the same BIN number as 100 Main St
.Any address number (odd or even) within the range 100-110 Main St., having the same BIN number as 100 Main St., will require a separate CIDS entry.

Single Building â Multi-Number Address Range - Single Address Posted â When a single building has a multi-number address range listed in the FDNY BIS or FDNY Map Application, but only has a single address number from within that range posted on the building, CIDS entries shall be prepared for any applicable address numbers within that range as determined by the preparing unit officer.

Buildings with more than one Legal Address or AKA â Unit officers shall utilize onsite inspections in conjunction with the other resources provided (FDNY BIS, FDNY Map Application etc.) prior to submitting or revising a CIDS. It shall be the responsibility of the unit officer submitting or revising the CIDS entry to determine which additional listed addresses are applicable (i.e. may be used by a caller to report a fire or emergency at that location) and submit the additional CIDS entries if required. When applicable, the other known address or addresses should be included in “Transmitted Data” portion of each CIDS entry.
Members should be aware that number markings on buildings may not be a true indicator of the correct address. The FDNY BIS and FDNY Map Application shall be utilized for verification prior to preparing a CIDS entry.

Many newly constructed or renovated buildings do not conform to the construction classifications of the 1938 building code and are constructed using Light-Weight Construction Materials.
To assist in identifying these structures, 3 additional construction classifications have been added for use as follows:
ï· A building constructed of metal âCâ joist or steel bar joist would be classified as a CL2LW.
ï· A Class 3 building renovated or repaired using any type of structural Light-Weight materials would be classified as CL3LW
ï· A wood frame building using wood truss construction or laminated I beams would be classified as CL4LW.
ï· A detailed description of the construction material or construction techniques used would be included in the transmitted data portion of the CIDS card.
ï· LW after the construction classification should prompt the reader to consult the âtransmitted dataâ for specific information on the type of Light-Weight Construction Materials used.
ï· If submitting or approving officers deem necessary, and space allows, the date the building was constructed or altered can also be included within the âtransmitted dataâ to provide insight into the construction techniques used.
