A

The south never seceded. He said that the people left but the state did not. Therefore it was his responsibility to bring the people back into the union through the use of pardons

A

•51% of the people in the state must take an oath of loyalty to the union• they had to formally abolish slavery• confederate officials weren’t allowed to participate in new government

Pocket veto

A

Lincoln had to sign the wade Davis bill before it came a law, but he thought it was too harsh and wanted to stop it. So he pocket vetoed the bill. In other words, he refused to sign the bill and held onto until congress adjourned the session. Once congress ajourned the session, the bill was voided
