What did Lincoln believe
The south never seceded. He said that the people left but the state did not. Therefore it was his responsibility to bring the people back into the union through the use of pardons
What did congress believe
Congress believed that the states did secede. Since admitting states to the union is a congressional procedure, they were responsible for bringing the south back into the union
Lincolns plan 1863
He offered leniency
•offered a general pardon to all southerners who took the oath of loyalty to the US and promised to follow laws concerning slavery•high confederate officials and military leaders were temporarily excluded• when 10% of the states population took an oath, they could establish a government and send representatives to US congress
Results of Lincolns plan
•Louisiana, Arkansas, and Tennessee completed this process but when the representatives arrived in DC, congress refused to let them have seats•Lincons attempt at reconstruction was blocked by congress
What did the wade Davis bill refuse to allow

Wade Davis bill: July 1864
•51% of the people in the state must take an oath of loyalty to the union• they had to formally abolish slavery• confederate officials weren’t allowed to participate in new government
Pocket veto
Lincoln had to sign the wade Davis bill before it came a law, but he thought it was too harsh and wanted to stop it. So he pocket vetoed the bill. In other words, he refused to sign the bill and held onto until congress adjourned the session. Once congress ajourned the session, the bill was voided

States complied with presidents requests. When southern congressional delegates arrived in DC, congress refused to seat then. Johnstons plan failed
Radical republicans
Republicans took control of 1866 election. They wanted federal government to be a major role in the south. They passed the civil rights act of 1866 and 14th amendment
Civil rights act of 1866
Gave citizenship to all people born in the US. Congress passed this over johnstons veto
14th amendment
Equal rights to all citizens. South refused to support this amendment
