-John Hay sent notes to Germany, England, Russia, France, Italy, and Japan asking for the approval of three principals:
1 each nation with a sphere of influence in China was to respect the rights of other nations in its sphere
2 Chinese officials were to continue to collect tariffs in all spheres
3 Nations were not to discriminate against other nations by levying port dues and railroad rates within their own sphere
-These principals allowed to US to trade freely with China without interference from other nations
