Pendleton Civil Service Reform Act (1883)
a federal law established in 1883 that required that government jobs should be awarded on the basis of merit; provided selection of government employees by competitive exams, rather than ties to politicians or political affiliation; made it illegal to fire or demote government employees for political reasons and prohibits soliciting campaign donations on Federal government property (Brinkley, 531)
Chinese Exclusion Act (1882)
excluded Chinese “skilled and unskilled laborers employed in mining” from entering the country for ten years under penalty of imprisonment and deportation; The few Chinese non-laborers who wished to immigrate had to obtain certification from the Chinese government that they were qualified to immigrate, which tended to be difficult to prove (Brinkley, 446, 486)
