Moral condemnation
A
The aggressor state would be condemned by the League and told that it was in the wrong. The hope was that they would stop after this.

Economic sanctions
A
If moral condemnation didn’t work, then trade sanctions could be raised against the aggressor. This was up to member states.

Military sanctions
A
If all other measures failed, the Council could impose military sanctions and raise an army to assist the victim. Unfortunately, the League had no army so relied on member states to volunteer theirs, which they did not.
