Who should not be used as a CI?
Juveniles (except in certain special circumstances)
People with warrants
People with a criminal record for perjury
People with a history of serious mental disorder or defect.
What are some precautions that need to be taken to protect the reputation and safety of CI and investigators?
Addicts (carefully supervise)
Parolees (avoided whenever possible because they are prohibited from associating with felons) approval of parole officer required.
We meeting with CI’s of the opposite gender:
Ensure that at least 2 members are present.

To be included in in the confidential informant database, a prospective CI must:
Be interviewed
Background investigation
Name and biographical data forwarded to appropriate detective captain, or Major.
The undesirable informant list:
Checked by the Detective captain/Major. Also notify the commander if a CI is currently cooperating indoor sign to another section/unit.
What are the two reasons you do not disclose the identity of your CI?
The CI’s safety from retaliation.
Disclosure would prevent the CI from assisting future investigations.
HOWEVER, Privilege is not absolute, must be reasonably possible, consistent with fairness to a defendant .
What does the unit commander do when a CI is determined to be undesirable?
Documents when a CI is terminated
Copy of the SP 405
Copy of the primary handlers report
Submitted to the detective captain/Major
Can you make promises to an informant?
Yes, but it must follow these rules:
You can inform the DA of the information by the CI as the investigation results .
Make recommendations to the DA, probation officer, or other agency, for a disposition on behalf of the CI
Not make any promises concerning the outcome of the pending court case.
If you’re going to go meet up with a CI what precautions should you take?
Attended by two members
With prior notification of the Unit commander or supervisor as soon as practical after.
If you happen to bump into a CI when not on duty, what should you do?
Notify supervisor as soon as practical.
Document the reason for the interaction in a written report .
If informed your CI has engaged in unauthorized criminal activity. What should you do?
Immediately notify Unit commander.
CI & search warrant information.
Any information included in a search warrant from a CI must be reviewed and approved by a supervisor before filing with the court of jurisdiction.
DFS and the use of CIs.
Shall request authorization from their station commander to use a CI.
Station commander will through channels contact the division commander of DIS or DHS to manage and register the CI
Contact the appropriate DIS/DHS unit commander
