Use a computer, word processing, personal handheld, communication, device, or similar device to exchange text or messages.
What is the departments preferred method or alternative to an arrest of a hard of hearing individual?
Except in cases where arrest is mandated by law, given the complexities associated with the arrest booking and housing of a deaf or hard of hearing person members should consider exercising discretion in utilizing alternative to arrest.
That may include criminal complaint, instead of making an arrest. Decision will depend on facts and circumstances of the case.
