What the hell does gender non-conforming mean?
The person who is gender identity (internal sense of feeling male or female) is different from assigned gender at birth. Basically what their biology is.

Develop and document a staffing plan to provide for adequate levels of staffing, and where applicable video monitoring to protect against abuse.
The following considerations shall be made and determining the staffing plans:
Physical layout of the lock up
Composition of the detaining population
Prevalence of sexual abuse incident
Other factors
If the station commander does not compile a staffing plan, what should he then do?
Document and justify all deviations from the staffing plan, and shall forward the document with justifications to the PREA coordinator
May I use a fellow detainee to interpret or read?
No, except in limited circumstances, were an extended delay in obtaining an effective interpreter of compromise the safety, the performance, of first responder duties, or the investigation of sexual abuse/harassment allegations.
What should the first sworn member do in response to a report of sexual assault or abuse/harassment allegations?
Among a huge list on page 5, the most important action to take is immediate action to protect the detainee.
Another important responsibility of a first responder to the report of abuse/harassment is:
Offer all victims access to forensics medical examination performed by a sexual assault forensic examiner. (SAFE)

Immediately notify the SPDU/PREA, investigator of jurisdiction.

What does the TDO do in the PREA coordinated response plan?
Notify Troop commander/PREA COORDINATOR

What does the state Police PREA specialized investigator do?
Respond to the scene and take command of the investigation.
Within how many days does the station commander have to report a PREA incident?
Within 4 days (note: does not say calendar or business) submit incident report to the Troop commander, along with all other related reports.
How many days does the troop commander have to forward copies of reports to the PREA coordinator?
7 days. In addition, after an incident, he must immediately notified the division commander.
He assigns the PREA coordinator to assist SPDU and conducts an administrative review of the incident
