What does HAZWOPER stand for?
Hazardous Waste Operations Emergency Response
HAZWOP deals with those who work on contaminated work sites
ER deals with those who respond to emergencies
What are the main components of an Emergency Action Plan?
procedures for reporting a fire
procedures for emergency evacuation
procedures for workers who remain to operate critical plant operations before they evacuate
procedures to account for all workers
What are the levels of emergency warnings?

Level 1: can be easily dealt with by plant personnel
Level 2: fires, explosions, spills that are not expected to go beyond the plant border
Level 3: emergency events that have the potential for spreading beyond the borders of the plant
What does it mean to be a first responder at the awareness level?
individuals who are likely to witness or discover hazardous substance release and who have been trained to initiate an emergency response sequence by notifying the proper authorities of the release
they take no further action beyond notifying authorities

What does it mean to be a first responder at operations level?
individuals who respond to releases or potential releases of hazardous substances as part of the initial response to the site for the purpose of protecting nearby persons, the environment, or property
trained to respond in a defensive fashion without trying to stop the release
function is to contain the release from a safe distance and keep it from spreading

What does it mean to be at a hazmat technician level?

same duties as hazmat tech but with more specific knowledge of carious substances

yellow - hazardous materials by ID #
orange - response to hazmat transport incidents, tells you what to do
green - initial isolation and protective action distances
blue - name of material, P for violent polymerization if subjected to heat or contamination, TIH for toxic inhalation hazard, PIH for poison inhalation hazard
What is NRC?
National Response Center
40 CFR 300.125 established NRC as the single point of contact for all pollution and hazardous material incident reporting
primary contact for oil/hazmat spills,radiological/biological releases, weapons of mass destr incident, terrorism, suspicious activity, railroad and major traffic incidents, aviation and maritime incidents
What triggers an EMAC?
emergency management assistance compact or existing mutual aid compact
governor of disaster affected states declares emergency
state’s emergency management agency assesses needs
state requests aid thru EMAC network
other states provide assistance
What happens when a state becomes overwhelmed in incident response?
Dept of Health and Human Services provides coordinated Federal assistance in response to public health and medical care needs following a major disaster
