Any actual or potential highway condition, including crash damage, that may
affect the safe and efficient flow of traffic and/or public safety ______ be reported to

Departmental personnel shall not publicly comment on conditions where proper
analysis would require expertise in highway design and/or maintenance

Liability
Notification procedures shall include an immediate initial verbal notice
to the appropriate agency followed by a brief memorandum, letter, and/or
e-mail within five business days. In areas that have a Transportation
Management Center (TMC) responsible for monitoring an affected
highway, immediate notification shall be reported to the TMC through the _________ ___________. Notifications shall be made to the TMC through

Communications Center
Any officer who observes a highway condition involving public safety that
cannot be corrected with resources immediately available shall notify the Area

Chain Of Command
Upon receipt of information relating to a significant obstruction or
restriction to normal traffic flow on a major state route, the respective Area

Route and length of an available detour
The objective of the SWAT Team in responding to high-risk or high threat
incidents includes, but is not limited to:
(1) Protecting and/or minimizing loss of life to hostages, victims, officers,
suspects, and other citizens.
(2) Stopping or preventing criminal act(s) being committed by the suspect(s).
(3) Apprehending suspects and securing evidence to assist with prosecution.

Protecting and/or minimizing destruction of state and public assets
The primary mission of CHP’s SWAT Team is to respond and resolve high-risk
or high-threat incidents occurring within the Department’s jurisdiction through the
use of specialized tactics, equipment, and uniforms. The CHP SWAT Team can
also respond to tactical incidents where CHP support has been requested, or
where allied agency support is insufficient, or not available or applicable during emergency operations. Two types of tactical incidents include, but are not limited
to: (1) ________ _______:
(a) Officer extraction/rescue incidents.
(b) Hostage rescue incidents.
(c) Active shooter incidents.
(d) Armed barricaded suspect incidents.
(e) Civil disturbance incidents.
(2) _________ ________:
(a) High-risk or high-threat arrest/search warrant service.
(b) Long-rifle/counter-sniper operations during high-risk incidents or
protective services details.
(c) Tactical support during protective services details (Counter-Assault

Emergency Operations / Deliberate Operations
A _______ _____ is comprised of a team leader(s) (Sergeant), perimeter
operators, entry operators, and long rifle operators. A non-tactical unit is
comprised of a team leader(s) (Sergeant) and trained negotiators. Team
members are highly qualified and skilled to perform specialized tactical
operations with the highest regard for the safety of the public and law

Tactical Unit
All requests for CHP SWAT Team assistance from allied agencies
(e.g., police departments, district attorney, Federal Bureau of Investigation,
Drug Enforcement Administration) ______ be directed to the commander of the
CHP Area having geographical responsibility for the general area in which the
incident is occurring or will occur. With the Area commander’s or designee’s
approval, a request for the CHP SWAT Team is to be made through channels
to the Assistant Commissioner, Field. The Assistant Commissioner, Field, or
designee will evaluate the request, and approve/disapprove the call-out of the
CHP SWAT Team. (GO 100.49 PG-4)
Should
An Incident/Area commander may confer with the CHP SWAT commander
prior to initiating a formal request in order to determine the appropriateness of a
SWAT response. The CHP SWAT commander may be reached 24 hours a day via
the __________ ___________ _______ at 916-445-2895. The SWAT commander may
authorize mobilization of CHP SWAT personnel for the purpose of intelligence
gathering, operational planning and marshalling resources, but must obtain
authorization, as described in paragraphs 6.a through 6.e above, to commit or

Capitol Communications Center
Once the incident commander has decided to deploy the CHP SWAT
Team, all tactical and operational decisions regarding the CHP SWAT Team’s
specific mission will be made by the _____ _________, or if appropriate, the
CHP SWAT Team Leader(s). This includes, but is not limited to, the decision

GO 100.50
SWAT Commander
Permanent or long-term storage of explosive training
aids is governed by the Bureau of _____ _____ ______ and __________
(ATF) regulations as outlined in the Organized Crime Control Act of 1970 (Title XI)
and Section 12151 of the California Health and Safety Code (HSC). Section 12151
HSC requires all explosives to be stored as specified in regulations (Title 19,
California Code of Regulations, Chapter 10) adopted by the State Fire Marshal

Alcohol, Tobacco, Firearms and Explosives
There are two explosive magazines at the California Highway Patrol
(CHP) Academy dedicated to the storage of high explosive compounds. The
magazines have a Type 2 rating and are maintained by the Capitol Protection
Section (CPS). Each magazine is rated for a maximum of ____ ______ of
explosives. Only the CPS canine officers and the Special Weapons and Tactics breacher shall have access to the training aids. The remaining keys shall be kept sealed with the Protective Services Division commander. (GO 100.50 PG -1)
250 Pounds
An explosive magazine entry log will be kept within the explosive
magazine. Commanders shall ensure all personnel complete the necessary
information on this log when entry is made into the magazine. Magazine entry
