1. dipatch will have them switch to appropriate channel before making appropriate anouncement
2. crews will then be instructed to switch to operational channel and monitor.
3. dispatch will return to operational channel and inform IC which vehicles are responding

2. acknowledge dispatch and info on channel they were dispatched on

4. no transmission on operational channel until either contacted by IC or arrive on-scene to confirm arrival
