What are Hazardous Materials?
chemicals/ physical agents regulated under provisions of WHMIS and Transportation of Dangerous Goods and Regulations (TDG) legislation.
What shall be done first upon recognition of hazmat incident? (3)
- personnel leave immediate area
- initiate hazmat response
- conduct hazaard/ risk analysis
How are apparatus to be initially placed in relation to immediate hazmat area? (2)
- should be placed beyond the evacuation distance as per the Emergency Response Guide
- off property in a manner as to restrict access of vehicles onto property
**exception- if exceptionally large/ set-back from road, 1st arriving apparatus placed on property while maintaining safe distance
Who directs company rep. to bring necessary info, if possible, to 1st arriving apparatus?
Fire Control
Where shall all other agencies be directed to?
Warm zone
What are guideloines to be followed for 1st arriving apparatus at HazMat? (8)
- establish zones- announce over radio
- control entry/ exit to hot and warm zones
- Gather info
- utilize employee’s expertise
- protect on- scene personnel by isolating/ evacuating as req’d- Transit, other buildings
- assess situation to determine rescue situations- hazard/ risk analysis
- if HazMat team not arrived prior to entry, establish decon area w/ 45mm handline and personnel w/ full PPE and SCBA
- Request outside assistance beyond usual scope if req’d
What is some information that needs to be gathered by 1st arriving apparatus? (3)
- What HazMat involved?
- how many casualties/ injuries?
- what actions have already been taken by on-scene staff?
What makes up hazard/ risk assessment in regards to possible rescue situations at HazMat? (3)
- How great is risk?
- How long will rescue take?
- what are patient’s chances of survival if rescue attempted?
Who are outside agencies that can be requested at HazMat? (4)
- Company reps
- ROP Spill Control
- MOE
- CANUTEC
Who becomes Hazmat Sector Officer until delegated to another?
1st arriving Capt.
Who can only be a HSO as designated by IC?
Hazmat Technician or Senior

immediate exposures are evacuated 1st followed by secondaery exposures
Who has is responsible for clean-up of hazmat incident?
Person/ company- FD may assist in claen-up but not responsibility.
Who are competent agencies that scene can be left with? (3)
- ROP Spill Control
- MOE
- Clean-up co. or company rep.
How are waste products, spilled hazmats disposed of?
according to Peel Environmental Control or MOE direction
What are Hazmat Sector Officer (HSO) responsibilities? (3)
- appoint personnel as Researchand Info Sector
- advise IC if protect-in-place s/b considered.
- monitor size/ location of zones and adjust accordingly
What shall HSO consider are hazards and risks? (4)
- hazardous nature of materials (toxicity, flammability, reactivity
- qty of Hazmat
- containment system and type of stress applied to container
- available resources
What does the HSO need to ensure is in place prior to personnel entering hot zone? (4)
- Entry Officer is ready
- Decon Officer is ready
- Safety Officer has been briefed and consulted
- medical sector established and/or paramedics on scene
What are roles of Entry Officer? (5)
- enuring proper PPE is chosen and donned
- ensure min. of 2 back-up personnel established and in place
