he was willing to go to war with his own PROTESTANT subjects, but not he 30 year war.

told the lords to meet him inyork in 1939 with assiatnce to fight the scots
the lords reluctantly agreed to this and an army was assembled
the army was poorly equpied

instead of mobiliising, scotish parliament met an agreement to meet and both sides woud demobolise

pleased that parliament didnt achive anything
however this meant that no issues were solved

by not calling parliament earlier he has lost opporunituy to unit the counrty about the idea of his scottiah campaign
there were many unresolved issues from the 30s such as ship money, changes to relgiion ect that were still unresolved
charles would have to be careful if he wished to secure generous subsidies

parliament discussed their grievances anyway with the -
* infringment of parliamentary liberties
* innovations in religion
* violeations of property
commons woulld consider subsidies until ship money was disucsses
charles said he would relinquish ship moeny in return for 12 subsidies
commons had no time to consider and the parliament wad dissolved (charles believed the process would be faster)
the situation following the dissolution of the short parliament
he had lost the opprotunity provided by a sucsessful parliament, which would be to swing the support of the country
parliament had voted no money
only a small amount were still paying ship money
discontent in london and the rest of the country
teh crown seemed to be acing more autocraticly
the canons of 1640
an oath that intended to provide reasurance that laudism had no ‘supsiocion of revolt to popery’
all clery had to swear by this
however it was misinterpreted and people saw it as the church being safe in the hands of the pope, not the king

since tehre was no royal army to defend them, charles had to call a truce in yorkshire in october
the truce of the 2nd bishops war
scots allowed to occupy northumberland and county durham and were paid £850 a day untilpeace would be made
this ties charles’ hands and he would have to call a parliament .
he had little pwoer ovet this parliament as he wouldnt be able to dissolve them until the scots were out
