If train control ask us to hold at a platform and Metrol also asks us to hold at the same platform when can we move the train?

(Who needs to give us authority to move the train)

We need permission from both to move the train.
They could have be asking us to hold the train for 2 different reasons

If you move the train with permission from only 1 you could have a PAE
