The Field Guide is for use by
1st responders to increase awareness of potential hazards, identify structural components and accurately report details at the scene
The Risk Management Guide is for use by the
Command Chief who is tasked with assessing the compromise of the structure from the information provided, and to subsequently decide whether to commit resources and 1st responders, whether to remove weight from the bridge and when to activate rescue or evacuation procedures
Guides are provided for what bridges
Brooklyn
Manhattan
Williamsburg
Queensborough
The Field Guide is carried on
Every apparatus with the Emergency Response Guidebook for Hazardous Material Incidents (Orange Book)
Transmit an incident assessment report to the dispatcher using the
Size up section of the Field Guide
The size up should include
What has occured Life hazard Magnitude & location of damage to bridge Firefighter actions If the bridge is secured
Assessments can be made from
Land units
Marine units
Helicopters
What must the FDNY IC do with the information he receives from the assessments
FDNY IC MUST relay this information to the Command Chief and be ready to answer additional questions. Maintaining radio AND cell phone communication with the Command Chief is critical
DOT Engineers are to be notified immediately through
FDOC of information gathered from the Incident Assessment Report
First Responders shall use the Field Guide (Green Book) to assist in obtaining information needed for the incident assessment report. The following would be included in the incident assessment report to the Dispatcher
- What has occurred
- Life hazard
- The magnitude & location of damage to bridge components
- Firefighter actions
- If the bridge is secured
