572 Professional Oversight/PIO/BWC/Written Directives Flashcards
The Commanding Officer of Professional Oversight Unit (POU) shall be notified, via the
Investigative Police Emergency Communications Officer (PECO), of any officer-involved
shooting or in-custody death.

The Supervisor of POU
POU reviews all finalized RTR reports and establishes an RTR case for any incident that
involved:
a. The discharge of a firearm by a member;
b. An in-custody death that was preceded by a member’s use of force; or
c. Other circumstances necessitating an administrative inquiry.
__________ reviews each RTR case and selects one
of the following options based on the specific circumstances of the case:
a. Convene the RTR Review Board to review the incident (every incident involving the
discharge of a firearm at an individual automatically qualifies);
b. Refer the incident to the Internal Affairs Unit (IA) for further investigation;
c. No further investigation is needed, but implement corrective actions as specified by the
Director of Personnel & Professional Standards; or
d. No further action is necessary due to the RTR being within policy.
The Director of Personnel & Professional Standards
The RTR Review Board conducts formal administrative inquiries into RTR incidents to
determine if a member’s use of force was within JSO policy and training standards.
2. Member composition for police-Involved incidents:
a. Director of Personnel & Professional Standards (chairperson);
b. Chief of Professional Standards;
c. Commanding Officer of POU (floor leader);
d. A chief or assistant chief; and
e. A police lieutenant.
JSO related vehicle crashes The responding supervisor shall document the results of the investigation on a
BlueTeam Vehicle Accident/Incident Report within 24 hours of the incident. For
incidents being investigated by the Traffic Homicide Unit, the Traffic Homicide detective
shall complete this report instead of the responding supervisor and must do so within
______. This report must include:

One JSO-vehicle point is given to a member for any chargeable JSO-vehicle crash or
incident. Each JSO vehicle point remains active for_____ after the closing of the
case.

vehicle adminstrative cases: Recommended corrective actions are sent to the member’s commanding officer for
implementation unless any of the following extenuating circumstances exist, in which
case the Safety Review Board shall conduct an initial review beforehand and may modify
the recommended corrective actions and/or number of JSO-vehicle points assessed:
(1) Aggravating factors – the member’s actions demonstrate more than just
carelessness;
(2) Mitigating factors – conditions beyond the member’s control were potentially a
contributing factor;
(3) Point frequency – the member has received three or more JSO-vehicle points within
the last year;
(4) Probationary status – the member is currently on probation and has received two or
more JSO-vehicle points within his 12-month probationary period;
(5) Qualifies for discipline – the recommended corrective actions include the issuance
of a Written Reprimand Level One or higher;
(6) Reported mechanical failure – the member reported some form of mechanical
failure, supported with proof the failure occurred with data obtained by POU;
and/or
(7) Serious injury – the incident involved serious injury.
When a member is listed on three or more Three-Month Proactive Reports within a 12-
month period, the_______ shall review the reports to determine if
a meeting should be convened with the member’s chain of command to establish the
most appropriate intervention efforts.
Commanding Officer of POU
A PIO shall be notified immediately, 24 hours a day, via the Investigative Police Emergency
Communications Officer (PECO), when any of the following types of incidents are reported and
confirmed (upon notification, the PIO shall confer with the on-scene commanding officer to
determine if the PIO’s assistance is needed at the scene):
a. Aircraft, boating, fire, gas leak, industrial, and railroad incidents involving:
(1) Serious injury (necessitates admittance to a hospital) or death;
(2) Missing occupants;
(3) A large-scale evacuation; or
(4) A significant impact to traffic.
b. Escapes from JSO custody, including work release programs.
c. Hazardous device incidents involving:
(1) Threats to critical infrastructures or high profile facilities;
(2) A located device; or
(3) A large-scale evacuation.
d. Kidnapping incidents where the person is still missing.
e. Missing person incidents involving an accident, foul play, or any critical/at-risk
circumstances.
f. Officer-involved incidents involving:
(1) The discharge of a firearm at an individual by a member of JSO;
(2) A traffic crash resulting in any injury requiring transportation by an emergency medical
unit to a medical facility from the scene for treatment;
(3) A traffic crash resulting in death; or
(4) Any work-related action resulting in serious injury or death.
g. In-custody deaths.
h. Strikes or civil disturbances involving injury, death, or large-scale community unrest.
i. SWAT callouts involving a barricaded subject or hostage.
j. Any other incident for which an on-scene commanding officer needs assistance in
performing the public information function. If there is a question of response between
the on-call PIO and the on-scene commanding officer, the Commanding Officer of Public
Relations & Information Unit shall make the final decision on PIO response.
2. A PIO shall be immediately notified, via the Investigative PECO, when any active or former law
enforcement personnel, or the spouses and children of such personnel, are admitted into a JSO
corrections facility.
