(PECO) under the following circumstances:

1. An individual is arrested for a series of metal related thefts or enclosed utility trailer thefts
   (excluding arrest warrants in which case that individual would be interviewed by the on-call
   burglary detective or assigned detective);
2. An individual is arrested for Grand Theft of metals totaling more than $10,000;
3. An individual is arrested for Grand Theft of an enclosed utility trailer with contents totaling
   more than $10,000;
4. An individual is arrested for burglary involving the theft of metals (to include catalytic
   converters);
5. Any time an individual is being arrested and claims to have knowledge of multiple metal
   thefts or enclosed utility trailer thefts and agrees to cooperate with a detective; or
6. Anytime a supervisor believes a detective can significantly help the investigation. Prior to
   notifying the Burglary Unit supervisor, the patrol sergeant shall arrive at the scene, or if
   unable to respond to the scene, a thorough consultation will be conducted.
