Economic Crimes Call out Criteria
Any case involving the felony arrest of a suspect for credit card fraud, schemes
to defraud, identity theft, forgery, uttering, or any other frauds need to be interviewed by an
ECU detective.
A device placed inside a credit card reader at a payment terminal for the
purpose of illegally capturing credit/debit card information.
Shimmer Device
A device placed over a credit card reader at a payment terminal for the
purpose of illegally capturing credit/debit card information.
Skimmer Device
Cases which are civil in nature, due to the check writer stopping payment or closing the
account, include, but are not limited to, dissatisfaction with:
(1) The work performed;
(2) The merchandise purchased; or
(3) A service received.
If a financial institution returns a check or draft for one of the following reasons, the
offense shall be forgery, Florida State Statutes (F.S.S.) 831.01, and add a second charge
of uttering if:
(1) The check or draft is stolen;
(2) The signature on the check or draft was not written on the check or draft by the
owner of the account;
(3) The check or draft is counterfeit or the account never existed;
(4) The account the check or draft is drawn upon is closed because the check or draft
was stolen;
(5) Payment was stopped on the check or draft because the check or draft was
reported as stolen or missing;
(6) The amount or payee on the check has been altered or changed; or
(7) The account number on the payment instrument is altered.
An Auto Crimes Unit detective shall be called out 24 hours a day when:
- A suspect is arrested in connection with a chop-shop operation or a chop-shop is located;
- A suspect is arrested for the offense of auto burglary (including local arrest warrants);
- A suspect is arrested where multiple stolen vehicles are recovered;
- A suspect is in custody and is in possession of a firearm taken during an auto burglary or auto
theft that occurred in the 4th Judicial Circuit (e.g., Clay, Nassau, or Duval counties) within the
past year; - A suspect is in custody and in possession of a vehicle with an altered vehicle identification
number; - A suspect is in custody and in possession of a vehicle stolen from a car dealership during the
commission of a burglary; - A suspect is in custody for cargo thefts;
- An auto burglary with a person shot;
- All warrants obtained by an Auto Crimes detective;
- A marked or unmarked Jacksonville Sheriff’s Office (JSO) vehicle is burglarized (with or
without items missing); and - A police supervisor believes an Auto Crimes Unit detective’s input may be beneficial to an
investigation.
Auto Crimes Unit detectives shall be notified 24 hours a day when:
- Multiple vehicles (five or more) are broken into in the same proximity;
- Cargo thefts in excess of a loss of $100,000 or more;
- Any JSO property is stolen from a vehicle, or any privately owned rifles authorized by JSO to
carry on-duty.
Thefts of farm/construction equipment, boats, trailers, bicycles, personal watercraft
and airplanes are to be reported as _____.

threatening injury, or injury requiring transportation by an emergency medical unit to a
medical facility from the scene.
The following administrative guidelines related to duty status will apply to officer-involved
traffic crashes in which death or life-threatening injuries occur:
1. Any officer whose actions result in a death or serious bodily harm shall be removed from his
