Upon arrival at the crisis site, officers shall conduct the following:
A. Advise the police dispatcher arriving at the scene.
B. Assess the situation and determine if an immediate deployment into the crisis area is necessary to stop the suspect or if it is best to wait for additional back up officers.. stimulus supporting in immediate deployment would include gunfire, people screaming, information on the location of the suspect, or individuals inside the crisis in need of immediate medical attention. Supervisor approval is not needed to deploy into crisis site;
C. If the decision is made to enter the site as a single officer, be aware of the elevated risk of this tactic, as the ability to maintain security is diminished
D. Prior to initiating a response, advise the police dispatcher in responding officers when entering the site and provide ingress location location information; and
E. Consider the need for any additional equipment to aid with breaking a barricaded door (i.e.., sledgehammer, Halligan tool, vehicle, etc.) and coordinate the deployment of this equipment for use at the crisis site.

Contain - contain the incident by deploying officers around the immediate crisis location and begin gathering intelligence;
Control - control the incident by establishing ingress and egress routes to the immediate crisis location, remove any uninvolved personnel
Communicate - communicate the situation with other officers in the immediate area, with the suspect if he/she tries to initiate contact, with the on-scene supervisor, police dispatcher, etc.
Call SWAT - advise the on-scene supervisor of a possible hostage situation so we request for the swat unit; and
Create - create a plan among the officers in the immediate area accounting for the following contingencies:
- If the situation turns into an active threat, who will make entry, etc.;
- If hostage escapes; and
- If the suspect surrenders or escapes.
