Because most business deals, legal hearings and political meetings would involve a pagan sacrifice to the gods of the empire or the divine emporor himself. Jews could not do this withouy breaking the first commandment
The Romans considered Judaism to be religio licita. What does this mean?
Protected religion
What did Roman officials to for the Jews, as they were part of a religio licita?
They would go to certain lengths to work around the Jewish restrictions on making sacrifices, working on the Sabbath or dining with the Gentiles
What would the Jews do in return for Roman officials attempting to make concessions for them?
Twice each day, in the Jerusalem temple, Jewish preists sacrificed two lambs and an ox for the good of the empire and emporor
Why can the arrangement between Jews and Roman officials be seen as a failure?
Both sides felt irritated and exploited. The Romans saw the Jews as unreasonable and troublesome; while the Jews saw the Romans as insulting their faith at every turn

They were appointed by the Romans and expected to keep the Judean population in line. The High Priest at this time was Joseph Caiaphas, and he worked closely with Pontius Pilate
