A unstable condition of stability is when a ship is heeled by an external force, even when the force is removed the ship will continue to heel and eventually lead to a capsize.

What is the free surface effect?
The free surface effect is when any tank or compartment is partially filled, the motion of the liquid causes a reduced amount of stability in the ship.
To fix this you can segregate the compartments of tanks.
