GENERAL: The department’s EIS is a proactive program designed to identify the positively influence conduct or performance related matters exhibited by individual employees. The EIS is intended to be a positive approach for supervisors and managers to address work performance before it results in discipline, lawsuits, injuries, or other negative consequences.

The Early Intervention System (EIS) program seeks to:

- Address problemetic behavior at the earliest opportunity.
- Identify and develop risk management strategies.
- Enhance managements oversight capabilities.
- Provide timely guidance to employee
- Identify and implement appropriate intervention strategies.
- Provides a mechanism that allows employees to correct training deficiencies
- Improve employee safety and professionalism
TWO PARTS OF EIS:

The first part will _______ and ________ several objective job-related indicators to identify employees who exhibit certain defined behavioral patterns that, absent early intervention, often lead to a progression in disciplinary action.
The second part will consist of _________ _________ designed to assist employees in a positive and constructive manner with a goal of avoiding the escalation of progressive discipline or other unfavorable consequences. .

- Civilian Complaints - 3 in 18 months.
- Misc. investigation: 2 in 12 months
- MOD: 2 in 12 months
- Use of force: 3 in 12 months
- Positive written performance docs.: 2 in 12 months
POLICY: Should it be determined that an intervention is needed, employees SHALL participate in the recommended intervention. Examples of intervention strategies include, but are not limited to: HPM 100.86, 9-8

- Referral to the EAP
