Victor Gruen stated that mixed-use centers should have the following objectives:

In “Centers for the Urban Environment”, Gruen criticized how shopping centers were being constructed. Gruen called them “uni-functional” centers. He stated that these centers should be anchored by a wide range of functions, not just shopping.
These are examples of “uni-functional” centers that Gruen argued would operate better as mixed-use centers: civic, performing arts, educational, and office centers. These centers typically have costly and complicated travel patterns, sterile environments, as well as unnecessary public and private financial burdens.
Gruen’s home of Vienna, Austria, has a UN facility that is an example of how NOT to build a strong core.

Berman, the owner of a department store, argued that the government could not acquire his property through eminent domain because the property would be redeveloped for private use and therefore violate the requirement in the Takings Clause that any taking be for a public use. The Court held that the redevelopment of the District of Columbia was a public purpose for which the United States could properly exercise its power of eminent domain. There were several buildings in Chicago at the time that were taller, but the Home building was the first to employ what is considered the missing link between buildings that were merely tall, and skyscrapers that used the steel frame structure.
