Generation X consists of persons born from 1965 until 1981. As a phrase, without the current meaning, the term was coined as the title of a 1964 pulp novel, and was picked up as the name of a punk rock band featuring the young Billy Idol. It was later popularized by Douglas Coupland in his book Generation X: Tales From An Accelerated Culture, who took it from a sociological text by Paul Fussell. William Strauss and Neil Howe in their book Generations called this generation the 13th Generation because the tag, like this generation, is a little Halloweenish, and it is the thirteenth to know the flag of the United States (counting back to the peers of Benjamin Franklin) and set its birth years at 1961 to 1981. Submit

A(Regression).
The general purpose of multiple regression (the term was first used by Pearson, 1908) is to learn more about the relationship between several independent or predictor variables and a dependent or criterion variable. For example, a real estate agent might record for each listing the size of the house (in square feet), the number of bedrooms, the average income in the respective neighborhood according to census data, and a subjective rating of appeal of the house. Once this information has been compiled for various houses it would be interesting to see whether and how these measures relate to the price for which a house is sold. For example, one might learn that the number of bedrooms is a better predictor of the price for which a house sells in a particular neighborhood than how “pretty” the house is (subjective rating). One may also detect “outliers,” that is, houses that should really sell for more, given their location and characteristics. Source: StatSoft, Inc. 2002.

Biomass plants burn organic material, such as waste, wood and agricultural and animal waste to produce energy. This clean, renewable, and indigenous energy uses two methods to convert biomass to electricity. Solid biomass fuels are burned in a broiler. D(zoning that has uniform restrictions to each class of building or kind of building in each zoning district).
Pressure has grown for zoning to regulate land uses in many different ways from traditional Euclidian zoning’s uniform restrictions to each class of building or kind of building in each zoning district. Now, zoning involves complex and site by site controls for development that reflect sometimes diverse and conflicting policies.
Even though zoning is now so complex, Euclidian-based zoning is still the dominant zoning form.

The City of San Diego enacted an ordinance which imposes prohibitions on the erection of outdoor advertising displays within the city. The purpose of the ordinance is “to eliminate hazards to pedestrians and motorists brought about by distracting sign displays” and “to preserve and improve the appearance of the City.”
The ordinance permits on-site commercial advertising, but forbids other commercial advertising and noncommercial advertising using fixed-structure signs, unless permitted by 1 of the ordinance’s 12 specified exceptions, such as temporary political campaign signs. The companies that were engaged in the outdoor advertising business in the city when the ordinance was passed, brought suit in state court against the ordinance. The trial court held that the ordinance was an unconstitutional exercise of the city’s police power and an abridgment of appellants’ First Amendment rights. The California Court of Appeal affirmed, but the Supreme Court reversed, holding, inter alia, that the ordinance was not invalid under the First Amendment.

During your presentation a Commission member asks if you have involved public input into your recommendation. You say that yes you have contacted all businesses and residents within 250’ of Main Street, and worked with the bus company. She then asks if you were able to involve local groups that deal with homeless, shoppers that shop the street on weekends, and persons that were physically challenged. You did not meet or notify these groups because they did not have any formal organization. Which of the following is the BEST option for you?

d) We shall provide timely, adequate, clear, and accurate information on planning issues to all affected persons and to governmental decision makers.
e) We shall give people the opportunity to have a meaningful impact on the development of plans and programs that may affect them. Participation should be broad enough to include those who lack formal organization or influence.
f) We shall seek social justice by working to expand choice and opportunity for all persons, recognizing a special responsibility to plan for the needs of the disadvantaged and to promote racial and economic integration. We shall urge the alteration of policies, institutions, and decisions that oppose such needs.
h) We shall deal fairly with all participants in the planning process. Those of us who are public officials or employees shall also deal evenhandedly with all planning process participants.

The Los Angeles Municipal Code prohibits the posting of signs on public property. The appellee was the Taxpayers for Vincent, a group of supporters of a candidate for election to the Los Angeles City Council, entered into a contract with appellee Candidates’ Outdoor Graphics Service (COGS) to fabricate and post signs with the candidate’s name on them. COGS produced cardboard signs and attached them to utility pole crosswires at various locations. Acting under the code in question, city employees routinely removed all posters attached to utility poles and similar objects covered by the ordinance. Appellees then filed suit in Federal District Court against the appellants alleging that the code abridged appellees’ freedom of speech within the meaning of the First Amendment, and seeking damages and injunctive relief. The District Court entered findings of fact, concluded that the code was constitutional, and granted the City’s motion for summary judgment. The Court of Appeals reversed, reasoning that the ordinance was presumptively unconstitutional because significant First Amendment interests were involved, and that the City had not justified its total ban on all signs on public property.

In addition, it is worth noting that this case also continued on to the Supreme Court and the Court upheld the ordinance as constitutional.

The redevelopment of Far West Midtown offers an opportunity to meet the City’s need for an expanded central business district. Together with the reconstruction of Lower Manhattan, the redevelopment of Far West Midtown would provide the expansion space the City’s prime office users will need as the City’s economy rebounds. With proper planning and investment, Far West Midtown would be a transit-oriented, pedestrian-friendly urban central business district, with office, hotel, entertainment, exhibition, and retail space that would be accessible to, and integrated with Midtown, while strengthening the City’s tax base and providing new housing and public parks in an environmentally beneficial manner. The tax revenues it would generate, would permit the financing of the needed public investment without impinging on public funds needed elsewhere in the City.

However, there have been many emails from Planning Prep members about this. Further research shows that some have broadened the “first” to be one of two, and another actually adds a possible third.
The following is a brief summary of our research:
Most narrow it down to two buildings - the Home Insurance Building built in Chicago and the Woolworth Building in New York. Some choose the Home Insurance building. Completed in 1885, it is only ten stories tall. There were several buildings in Chicago at the time that were taller, but the Home building was the first to employ what is considered the missing link between buildings that were merely tall, and skyscrapers that used the steel frame structure. The Woolworth Building, finished in 1913, was the first building to use all of the key technologies associated with modern skyscrapers. Source: www.highbeam.com.
And the third possible “first skyscraper” is:

Two adult motion picture theaters brought this action against city officials for injunctive relief and a declaratory judgment of unconstitutionality regarding two 1972 Detroit zoning ordinances that amended an “Anti-Skid Row Ordinance” adopted 10 years earlier. The 1972 ordinances provide that an adult theater may not (apart from a special waiver) be located within 1,000 feet of any two other “regulated uses” or within 500 feet of a residential area. The District Court upheld the ordinances, and granted petitioners’ motion for summary judgment. It was found that the ordinances do not violate the Due Process Clause of the Fourteenth Amendment on the ground of vagueness. Also, The ordinances are not invalid under the First Amendment as prior restraints on protected communication because of the licensing or zoning requirements.

A(a series of questionnaires sent out, to a pre-selected group of experts ).
The Delphi method is an exercise in group communication among a panel of geographically dispersed experts (Adler and Ziglio, 1996). The technique allows experts to deal systematically with a complex problem or task. The essence of the technique is fairly straightforward. It comprises a series of questionnaires sent either by mail or via computerized systems, to a pre-selected group of experts. These questionnaires are designed to elicit and develop individual responses to the problems posed and to enable the experts to refine their views as the group’s work progresses in accordance with the assigned task. The main point behind the Delphi method is to overcome the disadvantages of conventional committee action. Source: http://www.iit.edu/~it/delphi.html
