When we discuss building construction we are ultimately concerned with how the building will act when it is on fire.

The state of the fire, two windows, then one room
Only smoke then conditions are not right for fire yet

get water, doesn’t mean you must lay out but you have to start the plan

It’s a benchmark of conditions when you arrive, denoting how the fire is acting.
