What is required to be generated in the event of a lost or stolen body worn camera?
An incident report
The general rule for body worn cameras is “vest on camera on in buffering mode.” Once the body worn camera is activated, it shall remain on until the incident has reached a conclusion or the call is cleared. The exceptions to this are as follows.
The member is assigned to a static post, not in contact with involve citizens or actively part of the investigation (perimeter security)
Areas with reasonable expectations of privacy and a person with a parent authority over the location, asked to turn off the camera unless a crime has been committed
Members who are signed to escort another member who is directly involved in a critical incident
Command staff members
Staff members whose functions are primarily administrative when not dealing with any call for service
Routine interactions with students, faculty, and parents at schools
When may a member placed their body warm camera back into buffering mode?
During non-law-enforcement activities including, but not limit to
Directing traffic
At a crash scene when not interacting with a member of the public
At a static post and not actively part of an investigation
Waiting for a tow truck
Meal breaks
When can the body worn camera be placed in the mute mode?
When discussing a specific investigative strategy tactical strategy or at the direction of a supervisor.
Prior to meeting, the member must state the reason for muting the body worn camera
Regarding the use of a body camera, when must a sworn member document in their report?
When anybody warn camera is activated for any incident that would require a report the member will document the existence of the video recording in the report
If a member fails to activate their body worn camera, they will document the circumstances and incident report and send an email to their immediate supervisor and the body worn camera system
What steps should a supervisor take with a members body warning camera in the event of a critical/deadly force incident?
Contact the members present and retrieve the involved members BWC
State on camera “I rank/Name have secured this camera and will be deactivating this camera due to the scene being deemed safe”
Deactivate and power off the camera
Deliver the BWC to the incident investigator and/or crime scene investigator and obtain a replacement from the BWC administrator
