How did Andrew Johnson become President?
He was vice president when Lincoln was assassinated.
What was President Johnson’s plan for reconstruction?
Restoration Plan
What did Johnson’s Restoration Plan consist of?
Proclamation of Amnesty and new state constitutions
What did the Proclamation of Amnesty include?
- pardon to all southerners that took oath except Confederate officers and those with over $20k.
- made those excluded apply for an individual pardon
What did the new state Constitutions need to include under Johnson’s Restoration Plan?
- revoke of secession
- ratification of the 13th amendment
- paying of the war debt
Why did Congress hate Johnson’s plan for reconstruction?
He made it while Congress was in recess.
These were a series of laws issued by Southern state legislatures that were designed to severely limit African Americans’ rights. They varied from state to state, but were all written to keep African Americans in similar conditions to slavery.
Black Codes
What are examples of Black codes?
Forcing African Americans to sign labor contracts that set specific work hours and required special licenses to work in non-agricultural jobs.
What did the 14th Amendment state?
- grant of citizenship to all US born people or naturalized people
- grant of due process to all citizens
- grant of equal law protection to all citizens
This was the reconstruction plan that ended up being implemented.
Military Reconstruction
What did Military Reconstruction consist of?
- dividing the south into 5 military districts (except Tenn.)
- placing a union general in charge of each district
- requirement of a new state constitution to be drafted, giving voting rights to all adult males
- every state had to ratify the 14th amendment
This law was passed by Congress in fear that President Johnson would refuse to enforce the Military Reconstruction Act.
Command of The Army Act
What did the Command of the Army Act state?
All military orders from the president needed to go though the general headquarters.
This act was passed by Congress for the same reason of the Command of the Army Act.
Tenure of Office Act
What did the Tenure of Office Act state?
Senate approval was required for any removal of a government official.
