What was life like when Southerners returned home after the War?
Lands were in ruins and the economy was in collapse.
This was the rebuilding of the South and bringing them back into the Union.

This was Lincoln’s Plan for Reconstruction.
Proclamation of Amnesty and Reconstruction (PAR)
What did the PAR call for?
- offer of amnesty (pardon) to all Southerners who took an oath of loyalty to the union and accepted the end of slavery
- allowed states to organize new governments when 10% of their voters took oath
What was the problem with Lincoln’s Plan?
Many felt that it was too moderate and not harsh enough.
What did the Radicals do to Lincoln’s plan?
They didn’t allow it to pass because they immediately hated it.
What did the Radical Republicans counter Lincoln’s Plan with?
They countered it with a plan of their own that was seen as too harsh.
What did the Radical Republicans’ plan consist of?
- preventing Southern leaders from returning to power
- making the Republican party a powerful institution in the South
- federal government helping African Americans achieve political equality by guaranteeing their right to vote
What did Lincoln do to the Radical Plan?
He vetoed it.
What did the Wade-Davis Bill propose?
- requirement of a majority of adult white men in the south to take an oath of allegiance
- allow states to hold constitutional conventions to create new governments
- forcing each state to abolish slavery, repudiate state debts, and deny voting to former Confederate officials
What did Lincoln do to the Wade-Davis Bill?
He pocket vetoed it. (basically let it sit there and expire.)
This was established by Congress as a result of thousands of freedmen following General Sherman and his troops for food and shelter.
Freedmen’s Bureau
What was the Freedmen’s Bureau designed to do?
- feed and clothe Southern refugees using army surplus supplies
- help find work for freedom
- negotiate labor contracts with planters
- establish courts to deal with problems
What was the Freedmen’s Bureau’s biggest accomplishment?
Providing education to former slaves by establishing schools, colleges, housing, and pay for teachers.
