the provision of emergency services and public assistance during or immediately after a disaster in order tosave lives, reduce health impacts, ensure public safety and meet the basic subsistence needs of the people affected.
Disaster Response
is predominantly focused on immediate and shortterm needs and is sometimes called “disaster relief.”
Disaster response
- Multidimensional process of recovery that begins in a humanitarian setting.
- It is guided by development principles that seek to build on humanitarian programs and catalyzes sustainable development opportunities.
Early Recovery
It encompasses the restoration of:
- basic services, livelihoods
- governance, security and rule of law
- environment and social dimensions
- reintegration of displaced populations.

DANA or RDANA
(Rapid) Disaster Assessment and Need Analysis
- it is a process or tool used to assess the needs of individuals and communities affected by disasters.
- It involves analyzing the impact of a disaster on various sectors, determining the assistance required, and planning for recovery efforts.
DANA or RDANA
a standard, on-scene, all hazard incident management concept that can be used by all DRRMCs, member agencies and response groups.
Incident Command System (ICS)
chain of command has 5 levels namely:
- ICS level 1 –Incident Commander
- ICS level 2 –Incident Management Team
- ICS level 3 –Area Command
- ICS level 4 –Emergency Operation Center (EOC)
- ICS level 5 –Local/Field Operation
Long Term Goal: Provide life preservation and meet the basic subsistence needs of affected population based on acceptable standards during or immediately after a disaster
Disaster Response
Objectives:
- To dec. the no. of preventable deaths and injuries
- To provide basic subsistence needs of affected population
- To immediately restore basic social services
Disaster Response
measures that ensure the ability of affecting communities and/or
areas to restore their normal level of functioning by rebuilding livelihood and
damaged infrastructure and increasing the communities’ organizational capacity
Rehabilitation
the restoration and improvement where appropriate, of
facilities, livelihood and living conditions of disaster-affected communities,
including efforts to reduce disaster risk factors, in accordance with the principles of
“build back better
Post Disaster Recovery
Long term goal: restore and imrpove facilities, livelihood and living conditions and organizational capacities of affected communities, and reduced disaster risk in accordance with the “building back better” principle
