DAS-D State Plans Guidance
a. Will be on file for a minimum of 2years after completion of support
b. Request will state “supported LEAs are responsible for obtaining the legal
authorizations and warrants required to permit information handling
- CNGBI 3100.01B:
a. States that the official responsible for CD activities will submit a signed written support request on the organization’s official letterhead.
b. Request is received and validated by the CDC
- TXJCD-SOP
a. states that a signed letter of request is sent to the CD J3
b. CD J3 accepts, approves, or declines
c. Request must specify the drug nexus and duration of CD support
MOU
a. Agreements are drawn IAW procedures established by the State and the LEA/CBO
b. The JAG or competent legal authority will review all MOUs/MOAs to ensure compliance with applicable laws
c. The agreement must be approved and signed by the TAG, CDC and LEA concerned
d. Agreements will address the following
- Purpose of Agreement
- Authority
- Planned deployment of NG personnel/equipment
- Reporting procedures
- Command and control
- Scope of operations
- Force protection RUOF
- PA support
- Safety
- Responsibilities
- Liabilities of parties
- Renegotiation

SRF
- There is no doctrinal basis for support request form. The CD SOP simply states that the from is necessary to initiate a support operation
- This can be filled out by CD personnel but will require LEA signature
CM CONOP
- CM CONOP is a one page “5 W’s”. Will be uploaded into the Case Management System
- Provides the limited amount of information that NGB requires to the Case Management System while not violating the myriad of Intel Oversight and Information collection policies
- NGB J32 only stated that they require 5 W’s (Who, What, When, Where, Why).
CONOP (GRD PLAN/OPORD)
- Will contain 5 W’s and a DRAW
- Will be left on the Share Drive until support for that mission is complete (no time frame)
- GRD requires in depth planning and the articulation of that plan
- Risk Management (RM):
is the process of identifying, assessing, and controlling risk arising form operational factors and making decisions that balance risk cost with mission benefits
- RM is the Army’s process for helping organizations and individuals make informed decisions to reduce or offset risk
- 5 Steps to RM

UOF Briefing:
Is given by the TL/ATL or MC prior to the conduct of any armed support operation and applies each time a team draws weapons and departs to support an LEA.
SPOT Report:
are the mechanism used by TX-JCD to document and report CCIR, SIR, and FFIR events
- Due within 24hrs - Report the even to your next level supervisor immediately
Storyboard
are required for all seizures, arrests, and LEA training events.
High Voltage Operations Tracker:
GRD must track hours in a HV environment in
compliance with CRF and allows Hight Voltage Environment Mangers to easy see which GR members require additional training to maintain currency.
